Purpose of Job

The Principal Banker, Debt Mobilisation Product Development, CSP, is responsible for managing the Climate Syndication Platform (CSP) funds, a €30 million funded first-loss risk cover initiative provided by the German International Climate Initiative (IKI) of the German Federal Ministry for Economic Affairs and Climate Action (BMWK). CSP offers risk coverage for EBRD B lenders to support new climate mitigation and adaptation projects in EBRD’s Countries of Operations.

Success in this position requires a high degree of collaboration with the wider Debt Mobilisation team to meet the role's requirements effectively. Therefore, in addition to these primary duties, the role encompasses broader functions related to debt mobilisation and product development, as outlined in the secondary duties listed in the Accountabilities and Responsibilities section.

The role reports to the AD, Head Debt Mobilisation Product Development.

Knowledge, Skills, Experience & Qualifications

Qualifications and Skills:

  • Relevant university degree. Master’s degree preferred or equivalent experience in the areas of expertise.
  • Some experience in driving non-standard financial structures or initiatives through an institution to achieve formal support and approval.
  • Demonstrated experience in blended finance and interactions with donors, including fundraising and programme management is a plus.
  • Sound decision making skills with a focus on providing solutions. Proven business judgement and high ethical and professional standards.
  • Ability to communicate with and manage, internally, stakeholders; externally, policy, debt investors.
  • Excellent written and oral communication skills in English.
  • Ideally fluency in another major language, in addition to English, preferably German.
  • Ideally prior experience in EBRD’s countries of operations.

    Experience & Knowledge:

    • Relevant financial industry experience from an investment or commercial bank, private equity firm, asset management firm, or auditing/financial consulting firm operating to international standards.
    • Demonstrated experience in blended finance, and int• Leading on certain interactions with external stakeholders on mobilisation-related initiatives, such as blended finance, programmatic co-financing solutions, cooperation initiatives, joint MDB reporting.
    • Materially contributing on certain interactions with internal stakeholders on mobilisation-related topics such as Board reporting, development of Annual Mobilised Investment definitions, scorecard adjustments, development of results measurement and tracking tools.
    • Developing elements of the toolkit to enhance investor awareness and knowledge through data and marketing / investor communication in close collaboration with other Bank functions, to communicate impact methodology in a market-compatible manner, with a focus on capturing and reporting climate mobilisation.
    • The Principal Banker will undertake these in close coordination with the head of the group and with the appropriate support of more junior members of the team, aiming to pro-actively demonstrate Bank’s competencies.

      Accountabilities & Responsibilities

      Manage CSP activities and funds (primarily):

      • Identify eligible projects in coordination with Sales and Advisory that can benefit from the CSP and achieve commitment targets for the CSP as set by the Head of Product Development.
      • Take proactive responsibility in reporting the activities of the CSP, as agreed with Donor Partnerships, to the Donor, and in liaising with other relevant teams, implementing the CSP across all product cycles.
      • Assume proactive responsibility in drafting (and subsequently maintaining/updating where required) the CSP’s procedures and guidelines, engaging with internal operational stakeholders as well as Risk Management, and ensuring that the procedures and guidelines are approved by the relevant internal committees, likely RiskCom.
      • As required, represent EBRD in interactions with IKI and BMWK.
      • Develop other blended finance mobilisation assignments, handle administration and reporting, and undertake other relevant tasks.

        New debt mobilisation initiatives (secondary):

        As it relates to ensuring the successful rollout, implementation, scaling and/or socialisation of the CSP:

        • Pro-actively contribute and, where relevant, lead in specific agreed interactions with other MDBs, external stakeholders and investors on topics and initiatives that contain a climate blended finance mobilisation aspect, component or outcome. Work on these in close syndicated loans market, but also a combination of leveraged and/or project finance, climate finance, structured products, credit asset management and insurance experience.
