Purpose of Job

The incumbent will oversee and coordinate the prioritisation and delivery of business data onto the Bank’s data platforms to improve access to data in support of self-service data analytics and reporting. The role aims to ensure the process is optimised for business stakeholders requesting new data access and for the IT and Data Management teams responsible to deliver it, by identifying and removing impediments and blockers.

Accountabilities & Responsibilities

  • Maintain, communicate, and promote the data-provisioning backlog within the relevant development teams and with the business stakeholders so that there is clear understanding of what will be delivered and when. The backlog will encompass: provision of new technology, capabilities, functionality and data; enhancements and continual improvement to existing provision; upgrades to keep solutions current; alignment to evolving technical standards; remediation of technical debt; decommissioning of legacy solutions
  • Work with the business to identify priority data sets based on user needs and, working with the development teams, schedule these into meaningful release plans; anticipate next steps and work them into the roadmap to ensure optimal delivery and resource utilisation. Ensure that individual requests are aligned with the Bank’s broader data assets and requirements, to maximise the value of deliverables to the organisation.
  • Assist the development team to meet the objectives of each increment and sprint. Work with IT and Data Management counterparts to resolve any coordination issues or technical bottlenecks so that delivery of data sets is optimised.
  • Ensure the development teams have direct access to the appropriate users and stakeholders in the business to establish data usage requirements, support data model and standards definition, and identify source system data fields and tables.
  • Own and manage the prioritised backlog and define the Acceptance Criteria so that developers know what they should be working on and what must be delivered to consider the development done.
  • Promote the Analyst Gateway and other strategic solutions with departments across the business and help them to identify opportunities for analysts to better support decision-making through improved access to data.
  • Recruit, motivate, train and develop staff within agreed policies and practices to maintain an effective workplace capable of meeting its objectives.

    • Relevant degree, or equivalent experience
    • Proven leadership experience (e.g., team leader/manager, product leader/manager) and first-hand experience in data provisioning
    • Strong knowledge of data provisioning techniques as well as data management capabilities, particularly data governance and data quality
    • Solid understanding of enterprise/business architecture; ability to provide holistic and multidimensional business views essential
    • Demonstrated understanding of Agile development, and industry best practices and external trends in data management
    • Domain expertise in at least one functional area (e.g., banking, policy, risk management, finance, operations etc); capable of providing advice and guidance drawing on in-depth professional expertise and experience
    • Experience managing people and teams, including specialist consultants and/or matrix responsibility for internal staff on a functional basis
    • Excellent understanding of the EBRD, its mandate and strategy, the broad range of its operations as well as its interactions with its key partners, or ability to quickly gain this understanding

      • Proven ability to influence and work well with others, with the personal authority to effectively harness the cooperation of peers across departments
      • Political awareness and diplomatic skills, in order to manage and influence a wide range of stakeholders
      • Team player, able to work with and manage through others in a matrix and collegiate style
      • Excellent active listening skills and interpersonal and communication skills in English to communicate with a wide variety of people at all levels in the Bank.
