Blumont is seeking a Pricing Associate to join the Business Development Team. The Pricing Associate is responsible for developing and completing business/cost volumes in response to government and commercial solicitations. The individual will report to the Senior Manager of Pricing and Finance. The Pricing Associate will review all assigned RFAs/RFPs, develop proposal budgets and budget narratives in accordance with RFA/RFP requirements and donor compliance, and work with partner organizations in relation to budgeting. The Pricing Associate will work with the proposal team and Blumont leadership throughout the budgeting process to ensure final proposals are complete, compliant, and ready for submission. This is a hybrid position with the ability to work from home weekly. Remote candidates will be considered.

Tasks and Responsibilities:

  • Review solicitations and provide analysis of the cost proposal requirements and entity recommendation
  • Lead and coordinate the development of budgets for proposals
  • Develops back-of-the-envelope (BOE) budgets for discussion and cost strategies
  • Reviews, edit, and finalize explanatory budget narrative to accompany budget in cost proposal
  • Design templates for different types of solicitations and maintain up-to-date knowledge on different procurement mechanisms
  • Guide the proposal team through the budgeting process and coordinate about strategic issues
  • Ensure proposals comply with client requirements and Blumont policies
  • Manages assigned subcontractors as a part of the proposal process and perform activities including developing budget templates, providing budget assumptions, negotiating budgets, reviewing budgets and notes, and ensuring final submissions conform to client requirements
  • Collect and analyze historical cost data for use in budgeting
  • Present final budget reviews to the proposal team including executive leadership
  • Attend and participate in budget handover meetings of successful awards
  • Train Blumont staff in Microsoft Excel techniques
  • Reviews project budget modifications and assist with project financial management on an ad hoc basis

Qualifications and Skills:

  • Demonstrated success in developing cost proposals for major USG funders including USAID and the State Department as well as the EU, UN and/or other bi-lateral and multilateral agencies
  • Experience managing complex, multi-partner cost proposals.
  • Excellent Microsoft Excel skills.
  • Ability to meet deadlines and produce high-quality work under pressure.
  • Ability to communicate effectively with internal colleagues and external clients.
  • Strong leadership, teamwork, coaching, and communication skills.
  • 1-3 years of experience in a related positions such as finance, accounting, international development, or government contracting
  • Bachelor’s degree in finance, accounting, or a related field

  • Self-motivation, with the ability to work well independently and under pressure
