Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the International Monitoring Systems (IMS) Division that applies engineering and science to develop, instantiate, and to operate measurement stations around the world as well as to receive, process and disseminate the data collected by these stations as well as related analysis products.

Reporting Lines

The incumbent will report to the Head, Maintenance Unit, Monitoring Facilities Support Section.

Duties and Responsibilities

The incumbent will carry out the following tasks:

Manage and implement the data analysis framework for the International Monitoring System (IMS) equipment and activities; supporting publication and automatization of data and information; Support the planning and development of operation and maintenance activities for the Monitoring Facilities Support Section through identifying, planning and managing projects in relation to station sustainment; Evaluate the available support data and further develop life-cycle costs analyses of the IMS network, sparing analysis and tracking of maintenance and logistics activities and performance; Perform tasks associated with data and information extraction, transformation and loading, and analytics using available software and tools; assist with the establishment and monitoring of performance indicators; Provide input for decision making on technical and managerial level using business intelligence tools and data extracted, analyzed and structured appropriately from various sources; Provide support and draft SOPs relevant to the sustainment activities of the network including writing reports, preparing and presenting results to State Signatories and PTS management; Perform other duties as assigned.

Education

First-level university degree in information technology, engineering or a related field.

Work Experience and Qualifications

At least five (5) years relevant working experience in the field of knowledge management, data analysis and/or data/information management is essential; Experience with logistics support analysis, maintenance and logistic support of distributed networks and systems and in managing performance indicators, life-cycle cost analysis, statistical data analysis, modeling, automatization and optimization would be an asset; Strong knowledge of Apache Superset, Power BI, or similar tools, and SQL with ability to extract and process data from multiple sources is essential; Demonstrated experience in scripting languages such as Python is essential; Knowledge of R and QGIS, or similar tools would be an asset; Demonstrated experience working in a Scrum and in an agile working environment is an asset; Ability to build strong relationships with clients, focus on impact, and respond positively to constructive feedback; Sound level of judgement, responsibility and initiative is required; Strong analytical and project management skills are essential; Strong ability to communicate effectively in multicultural environment is essential.

Languages

Excellent written and oral communication skills in English are essential. Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
