The ILO is issuing a call for expression of interest for the above position. This is an assignment of a purely temporary nature, not expected to lead to a career in the ILO. Duration is 12 months non renewable.

The selection process is not subject to the rules and procedures defined in Annex I of the ILO Staff Regulations

Introduction

The position is located in the ILO Country Office for Argentina (CO-Buenos Aires). The Officer will provide technical support to the partners of the International Labour Office in Argentina and other countries of the South Cone of Latin America (Brazil, Chile, Paraguay and Uruguay), in the field of labour market institutions with an emphasis on the contribution of such institutions to social protection and quality of employment, the formalization of the economy, the development of inclusive labour markets and equal opportunity and treatment. This technical support is developed in an analytical framework that incorporates sub- and/or regional integration initiatives, with a special focus on the Mercosur process, and the current challenges in the group of countries, and that covers a field of economic and social policies
The Officer’s work will require an integrated approach, based on the priorities of the Decent Work Agenda and the strategic objectives of the ILO, in line with the country-specific priorities set by the CO-Buenos Aires and the ILO Decent Work Technical Support Team and Country Office for the South Cone of Latin America (DWT/CO-Santiago), as well as the United Nations Development Assistance Frameworks and the 2030 Agenda for Sustainable Development.
The Officer will work under the direct supervision of the Director of the CO-Buenos Aires in close collaboration with the Director of the DWT/CO-Santiago. Technical supervision of the work will be provided by the Inclusive Labour Markets, Labour Relations and Working Conditions Branch (INWORK) of the Conditions of Work and Equality Department (WORKQUALITY) at ILO headquarters in Geneva. The incumbent will work in close collaboration and coordination with other specialists from the CO-Buenos Aires and the DWT/CO-Santiago, the coordinators and technical officers of the development cooperation projects currently being conducted in Argentina and the Programming Unit of the CO-Buenos Aires.

Specific Duties

1. Analyse statistical data and information on issues related to the quality of employment, working conditions, labour relations, salaries and equality in employment, including distributional aspects linked to the labour market in employment, taking into account gender and racial/ethnic dimensions, immigration aspects, as well as the diversity of contractual arrangements
2. Cooperate with ILO constituents and provide them with technical support in the monitoring and evaluation of labour market institutions, policies and programs that improve the quality of employment and participation in the labour market on an equal basis.
3. Provide technical support to national constituents and other social partners in collecting labour market data, and using it for the formulation, monitoring and evaluation of labour institutions (such as minimum wage and collective bargaining) and policies that contribute to quality jobs and inclusive labour markets.
4. Analyse the characteristics and composition of the informal economy and investigate the factors that promote its persistence or growth. Analyse the effectiveness of the institutions and policies established to increase the formalization of the economy.
5. Provide technical support to governments and the social partners in the implementation of labour market institutions and programmes that facilitate the transition from the informal to the formal economy.
6. Analyze the structure, characteristics, and evolution of the different contractual forms in the labor market, including their relationships with productive transformation processes; identify the restrictions that contribute to labor market segmentation and inequality and prioritize the development perspective in those strategic sectors of the economy.
7. Provide support to social partners and other key actors to improve their contribution to the design, operation and evaluation of labour market institutions.
8. Maintain external relations and ensure coordination for the promotion of ILO policies, relevant international labour standards and the guiding principles of labour market policies with government agencies, employers' and workers' organizations, relevant bodies of the United Nations, local and international partners, academia, and civil society
9. Participate in the technical review of documents, materials and studies produced within the framework of ILO cooperation as well as guarantee their dissemination in coordination with the ILO Office in Buenos Aires. Provide technical support to ILO constituents in their domain of competence to implement, evaluate, and update National Decent Work Programs.
10. Organize internal and external meetings. Present presentations at seminars, training workshops or other events related to the topic of employment and productive development. Carry out other technical and coordination tasks in its field of competence that are entrusted to it by the ILO constituents and/or at the request of the Director of the ILO Office in Argentina.
11. Perform other relevant duties as assigned.

Required qualifications

Education

Advanced university degree (master’s or equivalent) in economics or social sciences or other relevant field.
A first-level university degree (bachelor’s or equivalent) in one of the afore-mentioned field(s) or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least five years of experience in institutions and the labour market, quality of employment and equality, informal economy and formalization.
Experience in technical support at the country level and with sub-regional organizations/initiatives will be considered as an advantage as well as the inclusion in formal employment of workers subjects to discrimination such as women, ethnic groups, people with disabilities, indigenous and tribal peoples and migrant workers.

Languages

Excellent command of English or Spanish and a working language of the second language.

Ability to participate effectively in technical missions and multidisciplinary teams; capacity to provide first-line technical advice in the area of specialization; ability to conceptualize and design research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field; capability to guide and coordinate the work of external collaborators, general service staff or young professionals; ability to prepare reports and publications of a high quality, technically sound with conclusions leading to an action plan and programme development and ability to provide assistance to senior specialists in carrying out research, project formulation and implementation, ability to work as a part of a team.

Behavioural competencies
Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
