Purpose of Job

The role has responsibility for providing technical support and project management support with regard to the development and maintenance of the Nuclear Safety Department’s (NSD) IT infrastructure and reporting capacity. This includes reporting for internal and external stakeholders such as donors, Management, and other Bank departments interfacing with NSD. Current data sources encompass Bank and Donor SAP, CRA and IAM and reporting platforms such as Cognos and Tableau. Other IT systems may become relevant as the EBRD further develops its IT infrastructure. Key objectives in this area are to ensure the high reporting standards expected from NSD stakeholders are consistently met, NSD reporting capacity is continuously improved, and efficiency gains through the use of IT systems are harnessed.

NSD is committed to continuously improve the effectiveness and efficiency of its business processes. The role includes providing support in the analysis of current processes, the identification of parameters affecting the way in which a business process can be improved (in particular IT systems), the identification of improvement options, consultation with process stakeholders, and defining and documenting the new business process.

NSD is operating a flexible approach to allocating workload in line with business requirements. The role will support NSD operations in the areas of disbursements, financial control, and governance. The role includes the responsibilities of IT Coordinator and contributes to meeting the training needs of NSD staff in relevant areas such as IT and NSD processes.

The role will report to a designated Associate Director, Head of International Nuclear Safety Fund(s) and Team Leader. The objectives of the role will be achieved with close supervision by the line manager and will require consultation with a broad range of individuals within the NSD team and other key departments in the Bank.

Accountabilities and Responsibilities

  • In the case of new system developments initiated by the Bank which require NSD participation, provide input regarding the requirements of the Nuclear Safety Department. Attend project meetings, debrief the NSD project team and contribute to the resolution of any project challenges. Under the guidance of the project leader manageproject work streams related to NSD. Ensure that NSD requirements are taken into account, that all project deadlines relevant for NSD are met and that the quality of data captured, generated or migrated allows for the high standard of reporting the Nuclear Safety Department delivers to its stakeholders. Support the resolution of issues that arise during project delivery.
  • Support core users of the Donor Funds SAP system and other relevant IT systems in increasing their capacity to use those systems. Develop training materials customised to the needs of non-core users of those systems (Management and Operation Leaders in the Nuclear Safety Department) and train those users.
  • Take the lead in resolving any issues related to the data source and reporting platform systems used in NSD which impact negatively on the delivery of the work of the core users. Manage subsequent incident resolution and system change requests.
  • Identify changes required to Nuclear Safety business processes as a consequence of the introduction of new data source and reporting platform systems or due to changes to the existing systems. In consultation with relevant Nuclear Safety team members develop new processes or re-engineer existing processes and agree them with stakeholders within and/or outside the Nuclear Safety Department. Document the new or re-engineered Nuclear Safety business processes.
  • Initiate or support the development of new NSD reports or revisions to existing reports based on the requirements of internal or external recipients of NSD reports. Test reports and/or ensure reports are tested by relevant team members of the NSD team and ensure feedback is provided to and acted upon by the relevant IT team and any other relevant individuals or teams inside the EBRD or outside.
  • Support the ongoing review of all NSD business processes with regard to analysis of the current process, identification of the parameters affecting the way in which a business process can be improved, identification of improvement options, consultation with process stakeholders, defining and documenting the new business processes (outline of process steps and visualization if required). Ensure consistency of approach across all business process reviews.
  • Support NSD operations in the areas of disbursements, financial control, and governance. Disbursements include processing of disbursement applications, monitoring of contract records and grant agreement administration. Financial control encompasses financial aspects of grants, contracts, disbursement and donor funding. Governance includes compliance with external governance requirements and the policies and procedures of the Bank.
  • Provide IT support to the whole NSD team including the role of IT Coordinator.

    Knowledge, Skills, Experience & Qualifications

    • Strong computer skills (Windows, Outlook, Word and Excel)
    • Good knowledge/experience of SAP and databases in general
    • Knowledge of accounting and reporting practices within the Bank, the Bank’s policies and rules, and EBRD systems CRA and IAM desirable
    • Strong financial and numerical skills and experience gained in business or financial environment
    • Project management experience
    • Attention to detail and high level of accuracy.
    • Ability to work independently, to prioritise and schedule tasks, to investigate and resolve inaccuracies, inconsistencies or discrepancies and to suggest solutions.
    • Ability to make sense of complex, high quantity and sometimes contradictory information to effectively solve problems
    • Ability to create new and better ways to organise work processes
    • Ability to document processes including swim lane graphs
    • Ability to build partnerships and working collaboratively with others (at various levels) to meet shared objectives
    • Good interpersonal, and communication skills at multiple levels both internally and externally including tact and diplomacy
    • Fluency in English, strong written/spoken communication skills
