Organ: The Telecommunication Development Bureau (BDT) is responsible for the organization and coordination of the work of the Telecommunication Development Sector (ITU-D) of the Union which deals mainly with ICT-focused development policies, strategies and programmes, as well as technical cooperation activities, to promote digital inclusion and drive digital transformation at community, country and regional levels. To effectively and efficiently serve the needs of ITU members, BDT is organized into four functional areas:

• Office of the Deputy to the Director and Field Operations Coordination Department
• Partnerships for Digital Development Department
• Digital Networks & Society Department
• Digital Knowledge Hub Department

Organization Unit: The office of the Deputy to the Director and Field Operations Coordination Department is responsible for advising and supporting the Director on the direction and management of the Bureau. It is also responsible for leading all matters related to personnel, strategic, financial and operational planning and reporting processes. The department oversees the work of the Regional Offices, ensuring proper delegation of authority and accountability of the Regional Offices. This department coordinates the holding of BDT conferences and events, monitors the implementation of decisions emanating from the World Telecommunication Development Conference (WTDC), the Telecommunication Development Advisory Group (TDAG) or Council, and cooperates closely with the other Sectors of the Union and the General Secretariat on matters of relevance to BDT and the overall work of the Union. BDT Regional Directors report to this department.

Duties / Responsibilities

Under the direction and supervision of the Director of the Regional Office for Arab States, the Network Development and Standardization Expert provides expertise for all assigned responsibilities to deliver expected outputs. Close cooperation with the ITU Telecommunication Standardization Bureau (TSB) is essential. This includes acting in a timely, cost-effective manner and fostering collaborative spirit with National Counterparts, other experts and ITU officers in the Regional Office to achieve results. The Network development and Standardization Expert combines cutting edge expertise in the relevant area and operates in compliance with organizational regulations and rules and takes responsibilities towards the successful achievement of the delegated assignment. and in close collaboration with National Counterparts and other experts and other ITU officers in the Regional Office. To this end, the incumbent will perform the following duties:

• Lead and implement project activities, provide cutting edge expertise, and promote ICT infrastructure/network rollout and sharing through developing the right regulations/specifications that incentivize infrastructure rollout and foster competition.
• Develop a plan for effective and efficient use of ICT infrastructure/network and ensure ICT infrastructure/network readiness in new development and mega projects and provide technical support for ICT infrastructure/network related issues.
• Develop a plan to ensure ICT infrastructure/network readiness for new technologies such as (IoT and 5G) through developing related regulations and setting technical specifications and standards.
• Monitor infrastructure related regulations and ensuring stakeholders compliance.
• Define and identify the role of telecom regulator in ICT infrastructure/network development plans and participate actively as an expert in plans implementation and execution.
• Promote access to networks and physical facilities between service providers to facilitate the provision of telecom services and foster completion.
• Review, evaluate and propose updates on wholesale agreements between service providers and suggest necessary changes. Participate in the collection, review and validation of ICT infrastructure/networks database and indicators.
• Facilitate adoption of principles and procedures for functioning of international standardization bodies in the field of telecommunications and encourage principles and compliance assurance methods involved with type approval, Conformity, and Interoperability (C&I) and marketing of radio equipment.
• Ensure capacity building and skills development as cross cutting issue in the areas of Network Development and Standardization, its related sub-areas; develop tailored content and deliver an on-the-job training to counterparts and specialized staff and training and skills development for National staff on associated guidelines and publication in the Network Development and Standardization area.
• Proactively contribute by providing cutting edge expertise and participating to international events related to ICT, including by providing necessary documentation.
• Build, maintain, and expand networks with key stakeholders, advocating and promoting new ideas and opportunities for engagement and ensuring an on-going policy dialogue.
• Perform other related duties as assigned.

Knowledge on ICT infrastructure/networks database and indicators including skills on data analytics. understanding of EMC technical modelling methods and practical procedures. Knowledge of organizational principles and procedures for functioning of international standardization bodies in the field of telecommunications, those of ETSI. Knowledge of principles and compliance assurance methods involved with type approval, Conformity, and Interoperability (C&I) and marketing of radio equipment, under the European RED framework.

Qualifications required

Education: Advanced university degree in engineering or science or a related field OR education from a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the fields above. For internal candidates, a first university degree in one of the fields above in combination with fifteen years of qualifying experience may be accepted in lieu of an advanced university degree for promotion or rotation purposes.

Experience: At least ten years of progressively responsible experience in the field of the post, including at least five at the international environment/international cooperation. A Doctorate in a related field can be considered as a substitute for three years of working experience.

Languages: Knowledge of one of the six official languages of the Union (Arabic, Chinese, English, French, Russian, Spanish) at advanced level and knowledge of a second official language at intermediate level. Knowledge of a third official language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries: when candidates from such countries possess a thorough knowledge of one of the official languages of the Union, their applications may be taken into consideration.)

Additional Information: The expert will work exclusively at the national level in the Kingdom of Saudi Arabia. Salary: Total annual salary consists of a net annual salary (net of taxes and before medical insurance and pension fund deductions) in US dollars and a post adjustment (PA) (cost of living allowance). The PA is variable and subject to change without notice in accordance with the rates as set within the UN Common System for salaries and allowances.
