The United Nations Development Programme (UNDP) in partnerships with the Organization of African, Caribbean and Pacific States (OACPS) and with the financial support from European Union (EU) has designed a four-year project (2022-2025) to unlock the potential of informal economy for inclusive growth. The informal economy is a dominant feature of the African, Caribbean and Pacific Group of (ACP countries), representing a significant share of the economy and employment in the respective countries. It accounts for between 50% to 80% GDP in Sub-Saharan Africa, between 20% to 60% in the Caribbean Region, and between 10% and 85% in the Pacific Region. Despite providing employment and income opportunities for many, informal economy employment is generally characterized by low productivity, low income, and high levels of poverty. 

The project will be implemented in partnerships with different key stakeholders including International Labor Organization (ILO).  The project adopts various innovative approaches such as an ecosystem development approach at macro, meso and micro both at sectoral and national levels. At the national level, it will develop and support implementation of favourable regulatory conditions and relevant incentives for businesses to formalize; address non-regulatory bottlenecks at the level of informal firms, themselves, among which issues pertaining to lack of awareness and capacity in terms of business skills, financial and digital literacy to adopt available tools to improve productivity and enhance access to finance and to markets; and  intervene at the level of key intermediaries in the informal sector ecosystem, in particular aggregators (cooperatives and incubators) and financial intermediaries to create these favourable conditions. 

At the sectoral level, support the establishment of a collective action platform in a specific sector selected in each country for its importance within the informal sphere will contribute to identify and address systemic gaps at a localized level to contribute to augment the global interventions for increased impact. The Project will provide mutually reinforcing actions to address cross-cutting challenges impeding informal sector progress, and through stakeholder collaboration mobilize informal sector operators’ capacities, resources, and innovativeness to propel their growth and development. South-South and triangular cooperation will also be a key component of the project with the establishment of repositories based on lessons learned from implementation and with the organization of knowledge sharing events to the benefit of all OACPS member countries.

In light of this important role of the informal economy to enhance livelihoods and jobs creation UNDP Solomon Islands intends to recruit a full time Country Project Coordinator. The Project Coordinator will work under the overall guidance of the Programme Specialist & Team Leader (Governance and Peacebuilding) with a matrix-supervision and reporting to the Global Project Manager in the Africa Finance Sector Hub in charge of the project.

The incumbent will be responsible for the overall management and implementation of the project including budget management. The Country Coordinator works daily basis with colleagues in the UNDP CO, government counterparts, EU Delegation, ILO and project management unit in the Africa Finance Sector Hub. The national coordinator be able to develop and maintain viable working relationships with colleagues across the organization and in government offices and be able to work with them in a responsive client orientation and in results oriented and problem-solving manner. 

The National Project Coordinator works under the general supervision of Effective Governance & Inclusive Growth Team Leader and matrix-supervision and reporting to the Global Project Manager in the Africa Finance Sector Hub in charge of the project.

Duties and Responsibilities:
Coordinate effective project planning and implementation.
Develop project planning process and ensure the work plan and a fully costed budget are prepared based on sound capacity assessments and in accordance with UNDP POPP/PPM Guidelines.  Coordinate / manage the day-to-day activities of the assigned portfolio and the overall implementation process, including planning and monitoring in order to optimize the use of resources and to ensure the successful achievement of project objectives and results specified in project document. Provide subject matter technical advice and support and ensure outputs are delivered on time, within the set budget and specified constraints, and to high-quality standards. Facilitate and follow up relations with relevant OACP and EU initiatives, platforms, projects and create synergies where possible. Facilitate establishment of interactive and inclusive platforms for project implementation and collaborate with other programme units and project teams to ensure integration of critical development issues in the project activities and expected project outputs.  Ensure implementation activities are in alignment with UNDP policy and programme management procedures and all project interventions integrate a gender equality perspective/gender equality mainstreaming to the extent local context allows. Ensure operational management of assigned portfolio including through timely procurement of goods, services and/or infrastructure (as relevant), effective management of human, technical and financial resources, etc. 

Establish partnerships and open channels of communication.

Develop and maintain strong relationships and strategic linkages with implementing and development partners, government officials, businesses, NGOs, other national stakeholders, and beneficiaries to support key objectives and ensure inclusive implementation and participation of key stakeholders in assigned portfolio. Support implementation of the cocoa eco system platform setting-up the ecosystem platform, in identifying key platform members, preparing and facilitating the initial platform meetings, developing the partnership agreements Coordinate with International Labor Organization (ILO) at the country level during the entire project period. Develop and maintain stakeholder mapping and analysis to identify stakeholder needs and how best to leverage their participation and/or strengthen their engagement. Prepare substantive briefs on possible areas of cooperation and opportunities for joint initiatives. Make recommendations to the management team on activities with potential for scale-up, replicability and synergies. Provide technical support to the implementing partners and act as a liaison between UNDP and the partners.   Support resource mobilization efforts and project development.

Monitor and report on progress in implementing project activities and achieving the targets set.

Review the results framework and update the indicators, baselines, and targets of the assigned portfolio. Develop clear strategies and an effective system for data collection, means of verification, and information sharing and reporting.  Monitor implementation and progress in achieving goals and targets in accordance with the established quality criteria and UNDP rules, regulations, and standards. Identify, analyze, and take adequate measures to manage emerging issues, problems, and risks. Conduct field visits to project location sites. Liaise with the Finance team to ensure administrative requirements, budgets and use of financial resources are managed and executed in a timely and appropriate manner and within UNDP and donor rules and regulations. Prepare corporate, donor and government reports in line with the reporting schedule and UNDP and donor requirements. Ensure proper operational and financial closure of the project.

Facilitate knowledge and capacity building, knowledge sharing and advocacy relevant to the assigned thematic area(s).

Organize training, workshops, and capacity building activities in a consultative manner, involving technical experts and stakeholders that may include the government, private sector, NGOs, donors, and/or academia. Identify, synthesize and document best practices and lessons learned that are generated from the project and implementing partners. Participate in and ensure sound contributions to knowledge networks and communities of practice on project related issues. Support establishment of knowledge platforms for the project, facilitate innovative mechanisms for dissemination of knowledge from the project, and develop knowledge resources and products to share with project partners and to support UNDP’s engagement in this area. Promote advocacy on development trends and opportunities to collaborate in coordination with the project partners, stakeholders, and UNDP communications staff.

Experience in project management and reporting Experience with UN, EU and other international organizations is beneficial. Experience in coordination of multi-stakeholder processes. At least 3 years of relevant experience in private sector development Experience with agriculture sector and the cocoa sub-sector of the Solomon Islands, including knowledge of relevant stakeholders.
