1.         Organizational context

 

a.        Organizational Setting

 

The post is located in the WIPO Brazil Office (WBO). This Office is responsible for effective delivery of WIPO's products and services including development-oriented services to appropriate Member States and other stakeholders. The WBO is part of a network of External Offices (EOs) that add clear value, efficiency and effectiveness to the delivery of strategic goals of the Organization in a coordinated and complementary way with WIPO Headquarters (HQ).

b.        Purpose Statement

 

The incumbent is required to provide support to the Director in the coordination, planning and delivery of the Office's program of activities, including implementation of activities under agreements between WIPO and Brazilian institutions.

 

c.        Reporting Lines

 

The incumbent works under the supervision of the Office Director.

 

 

2.         Duties and responsibilities

 

The incumbent will perform the following principal duties:

 

a.     Contribute to the programming and control of resources from all sources of funds including preparing financial reports and other documentation related to reconciliations, expenditures and the execution of activities. Provide input to the preparation of the Office's annual budget and workplan.

 

b.     Draft portions of reports for the Office including program performance evaluation reports; provide inputs for background papers, analytical notes, studies and bilateral agreements.

 

c.     Assist in the planning, implementation, design, monitoring and evaluation of technical assistance projects; review and verify workplans for clarity, consistency and completeness; monitor progress of activities; and draft regular progress reports throughout the project life cycle.

 

d.     Monitor project budgets and liaise with relevant WIPO departments, the Brazilian Office of Foreign Affairs and other concerned parties in obtaining approvals to ensure timely and accurate payment of expenditures and fulfilling any other programming duties required for the project's successful implementation.

 

e.     Coordinate organizational and logistical preparations for national workshops, seminars, conferences, knowledge-sharing events and other planned activities; prepare agendas and related technical documentation; provide input to the design of training programs and the preparation of training material targeted to specific audiences.

 

f.      Attend meetings and seminars as required. Maintain contacts and share information with national public and private sector organizations and United Nations agencies involved in the implementation of activities.

 

g.     Undertake research on national development plans and priorities; draft reports on research findings with a view to identifying and proposing areas of potential project activities for further consideration by the Director; assist in preparing project proposals and drawing up preliminary project budgets for potential donors.

 

h.     Provide administrative support in connection with duties mentioned above as required.

 

i.      Perform other related duties as required.

 

 

3.         Requirements

 

Education (Essential)

First-level university degree in International Relations, Business Administration, Law or Economics.

 

Experience (Essential)

At least three years of relevant professional work experience including working with financial data. 

Experience working with government authorities.

 

Experience (Desirable)

Professional work experience in a UN or international organization.

 

Language (Essential)

Excellent (written and spoken) knowledge of Portuguese and good knowledge of English.

 

Language (Desirable)

Good (written and spoken) knowledge of Spanish.

 

Job Related Competencies (Essential)

Good knowledge of the structure, governance and functioning of institutions in Brazil and of the main entities that represent private sector and civil society.

Knowledge of the management of bilateral agreements involving transfer of funds.

Knowledge of the implementation and evaluation of projects and programs, including the monitoring and control of financial aspects.

Knowledge of financial practices.
