Background:

Under the overall supervision of the Head of the Economic and Environmental Department (EED) the National Economic Officer manages the economic development unit of the Department. The incumbent directly supervises four employees (one Senior Programme assistant (G6) and three Programme Assistants (G5)).


Tasks and Responsibilities:

Under the overall supervision of the Head of the Economic and Environmental Department the successful candidate will be tasked with the following duties:

Provides analysis and advice to the Head of Economic and Environmental Dimension on economic issues in Kyrgyzstan; Keeps the Head of Economic and Environmental Dimension abreast of all relevant developments in the economic and economic development area, also on the ongoing economic and administrative reforms; Assess and reports on relevant developments taking place in Kyrgyzstan in the sphere of economic development and drafts relevant background reports and concept papers; Contributes to developing the strategy and necessary resources for the economic development unit through the Programme Budgeting process; Develops and manages projects related to the economic Development of the Kyrgyz Republic; In co-ordination with the Head of Economic and Environmental Dimension contributes to the development, implementation and evaluation of projects related to economic development of the country; Coordinates, within EED and with other dimensions in the POiB the development, and implementation of the EED’s economic development activities to ensure consistency; Assists in arranging OSCE national and regional events, visits to the area by OSCE delegations, as well as other events with OSCE participation; Initiate, maintain and develop contacts and communication with government agencies, ministries, NGOs, international organizations and donor agencies for exchange of information, program development, coordination, evaluation and follow-up; As requested by the Head of Economic and Environmental Dimension, represents the OSCE and the Programme Office in Bishkek in meetings, conferences, seminars on advocating for the fulfilment of EED commitments to external audiences; Performs other duties as requested.

Necessary Qualifications:

University degree in Law, Public Policy, Economics or Public Administration; Minimum of two years of relevant professional experience in the field, preferably with an international organization, government institution, NGO or law enforcement agency; Established knowledge of the Programme related issues especially in the area of economic development and ability to comprehend the political and socio-economic situation in the area and region; and high level of skills in project planning, implementation, monitoring and evaluation procedures; Proven experience in managing people; Ability to collect and comprehend versatile information to perform appropriate analyses; Ability to respect decision making string, to comprehend complexity and importance of the project and to act in accordance to the existing procedures; Professional fluency in English and Russian with excellent communication (both oral and written) skills; professional fluency in Kyrgyz would be an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Monthly remuneration, subject to social security deductions is 1569.42 Euro/month. Social benefits will include Organization for Security and Co-operation in Europe participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
