Background:

The OSCE Mission to Skopje (the Mission) has supported integrated education process for over a decade, as it is the most promising avenue towards social cohesion and community resilience. The Mission supported the first Strategy towards Integrated Education, which inspired inter-ethnic integration-related sections of other strategic documents. Specifically, the Mission has been very invested in creating opportunities for students to interact with one another, building their inter-cultural competencies and their resilience against negative social phenomena in society.

As part of its project \"Strengthening integration, inter-culturalism and resilience in education\", the Mission will organize a four-day informal learning camp for 70 secondary school students,15 teachers and student support staff on topics crucial to building students’ resilience against negative social phenomena.

The curriculum of the camp will be based on carefully designed topics and interactive learning methodologies, to incorporate experiential exercises, role-play, games, discussions and sporting activities. The goal of the camp is to create the ability to recognize, combat and address peer violence and bullying, including cyber bullying; awareness on gender inequality and especially the recognition of different forms of gender-based violence; and learn approaches to resolving conflict and building resilience against radicalization and negative social phenomena for both students and teachers.


Objective of Assignment:

The Mission is looking to engage 1 (one) National Consultant/Summer Camp Coordinator, who will be responsible for the organization and logistics of the summer camp for students, planned for October 2023.

Duration of Assignment:

The foreseen period of engagement is August to November 2023, for up to 45 consultancy days.

Tasks and Responsibilities:

The National Consultant will be responsible for the overall organization and logistics of the Summer Camp, more specifically:

Phase 1 (to be completed by 30 September 2023):

To directly communicate with the municipality representatives and selected schools; To coordinate with the selected schools and acquire all necessary documents from the participants; To organize transport for all participants to and from the venue of the camp; To communicate with the venue of the camp about types of accommodation, conference utilities required and all associated requirements from the trainers and education portfolio; To secure all necessary permissions, liability forms, insurance details etc., required for the transportation, photographing and over-night stay of minors; To communicate and coordinate with the trainers selected to conduct the camp curriculum; To assist with translation of materials and in communication with participants and other involved stakeholders in Macedonian, English and Albanian; To regularly update records, files and databases related to the above activities; To keep the Mission informed about preparations of the camp, taking into account feedback from the education portfolio.

Phase 2 (to be completed by 31 October 2023):

To serve as organization and logistics focal point during the 4-day summer camp for all trainers, participants, translators and the Mission; To produce notes or reports on meetings and implemented activities and to submit a final report to the Mission; To analyse evaluation forms and produce a final report of the summer camp; To perform any other task required by the Mission related to the organization of the camp.


Deliverables:

Develop a work plan in line with deadlines for task completion; Compile a list of involved schools and participants in line with the Mission’s instructions; Send regular information emails to all schools/participants and secure confirmations; Obtain all required consent forms, permissions and all associated documents from parents/schools and institutions; Obtain all required forms from external trainers for payment upon completion of their tasks; Complete required translation of training materials; Collect reports from all trainers involved; Complete evaluation analysis of the camp; Develop certificates for participants according to the list of participants; Produce final report by 5 November 2023.

Necessary Qualifications:

Citizenship of or permanent residence in the Republic of North Macedonia; Completed secondary education; formal studies in languages, education or administration would be an asset; At least three years of work experience in practical implementation of projects involving stakeholders from the education sector; Previous work experience with activities promoting interethnic integration in education; Previous work experience in organisation of informal learning events, trainings and workshops with students; Excellent organizational, time management, note-taking and record-keeping skills; Ability to keep track of progress, recognize and assess challenges and take appropriate action to address them; Excellent written and oral communication skills, with a clear and concise style of expression; Fluency in Macedonian, Albanian and English languages. Knowledge of other local languages would be considered a distinct advantage; Computer literate with practical experience with Microsoft applications; Cultural sensitivity and ability to establish a constructive working relationship with partners from different backgrounds; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package:

Remuneration will be based on allocated project budget and within the frame of the OSCE established rates, not exceeding approximately EUR 2000 per the duration of the assignment.

Payment will be made in two instalments upon completion of each phase.

In-country travel required to fulfil the terms of the agreement will be covered by the Mission according to the OSCE travel policy.
