BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
Social Protection for the Sustainable Development Goals (SP4SDG) in Malawi
SP4SDG is a United Nations Joint Programme that aims to support the Government of Malawi (GoM) to enhance the Malawi social protection system to meet emergency food needs and reduce the vulnerability of those most at risk of food insecurity by 2021, while strengthening the social protection system for all vulnerable households across the lifecycle. The programme combines advancing an innovative Shock-Sensitive Social Protection (SSSP) prototype with reinforced financial structures and the transformation of existing policies into legal frameworks to enhance the existing social protection system to be more robust, comprehensive and sustainable, leaving no one behind.
WFP Malawi is looking for an experienced Malawian National to serve as an intermediate evaluator with significant experience in Social Protection or evaluating Social Protection-related projects as part of a team of evaluators with appropriate skills to conduct the evaluation as per the evaluation terms of reference (will be made available).
KEY ACCOUNTABILITIES
Duties, Responsibilities and Reporting Lines for the Intermediate Evaluator (Social Protection Expert)- not all inclusive Under the overall guidance and direct supervision of the Team Leader, the Intermediate Evaluator (Social Protection Expert) will: 1.Contribute to the design of the evaluation approach; 2.Support team to review the methodology and sampling for the evaluation; 3.Contribute to the inception process; 4.Support the training of enumerators/research assistants; 5.Supervise data collection 6.Implement the evaluation from data collection up to dissemination, focusing on socio-economic aspects of the evaluation, including linkages to other social protection programmes; 7.Participate in field work (data collection) as per the design of the evaluation in the inception report; 8.Participate in the debriefing of stakeholders on preliminary findings at the end of the field work; 9.Draft evaluation report inputs using the WFP template and submit to the leader for consolidation; 10.Revise the evaluation report based on feedback from quality support services to produce draft 2 which will be circulated to stakeholders for comments; and 11.Finalise the evaluation report.

QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Post graduate qualification in any relevant social sciences
Language: Fluency in English and Chichewa languages
