Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) was established in October 1945 with the objective of eliminating hunger and improving nutrition and standards of living by increasing agricultural productivity, with 194 member nations. Since the Representation in Viet Nam was officially opened in 1978, FAO has implemented more than 500 projects in the country. The current Country Programming Framework (CPF) for the period of 2017-2021 has four priority areas: (1) Increased food security with focus on alleviation of hunger, malnutrition and food safety concerns; (2) Sustainable development of the agriculture sectors, contributing to the national Green Growth and other strategies on improved natural resources management and environment protection; (3) New Rural Development and Sustainable Poverty Reduction; and (4) Enhancing resilience of communities to disasters and threats. By the end of 2021, a new CPF will be formulated, forming the basis for the next five year cooperation with the Government and other stakeholders.

Worldwide, in Asia, and in Vietnam, most of child labour is found in agriculture. The sector hosts 58% out of 62 million child labourers on the continent. In Viet Nam, the majority of children in child labour continue to be employed in the agriculture sector. Of the total 1,031,944 children in child labour, 553,355 (53.6 percent) are employed in agriculture. Child labour perpetuates a cycle of poverty for the children involved, their families and communities. Without education, these boys and girls are likely to remain poor. The prevalence of child labour in agriculture violates the principles of decent work. By perpetuating poverty, it also undermines efforts to reach sustainable food security and end hunger. 2021 has been declared the International Year for the Elimination of Child Labour and child labour is monitored in the 2030 Agenda through indicator SDG 8.7.

Viet Nam, a pathfinder country under Alliance 8.7, committed to fast-track progress towards the elimination of all forms of child labour by 2025. If progress has to be made a breakthrough in agriculture is essential.

FAO is contributing to this important effort to accelerate progress by giving voice and building commitment among agricultural stakeholders at regional and national level and increasing the visibility of ongoing accomplishments and achievements.

Reporting Lines

Under the overall supervision of the Assistant FAO Representative (Programme) for Vietnam, and under the technical supervision of theProgramme Officer, in the technical unit working onChild Labour in Agriculture in, FAO Headquarters, Rome, the National Child Labour Consultant in FAOVN will contribute to the national activities of the MDF-funded project 'Supporting Governments in addressing child labour for sustainable agricultural transformation in COVID-19 economic recovery'.

Technical Focus

The national child labour consultant will support FAO's Viet Nam work on child labour elimination in agriculture.

  • Technical support and supervision of knowledge generation and dissemination initiatives to expand the evidence on the prevalence of child labour in agriculture subsectors.
  • Coordination of capacity building activities to strengthen institutional engagement on child labour in agriculture and mainstream child labour concerns in agriculture sectoral strategies and programs.

Tasks and responsibilities

In this context and till the end of 2021, s/he will work in close collaboration with the technical team in FAO HQ and will be responsible for the following tasks:

  • Mainstreaming child labour activities in agriculture into country initiatives in coordination with the UNCT (United Nations Country Team);
  • Provide technical inputs to the FAO-VN emerging programme of work child labour in agriculture, especially in family farming;
  • Support knowledge generation initiatives in relation to child labour in family farming. Particularly provide technical support to expand to other regions of Viet Nam, the study commissioned to IPSARD on child labour in family farming, including insights on COVID-19 impacts on children's poverty and negative coping mechanisms adopted by families;
  • Identify and support the development of awareness raising/training tools for the Ministry of Agriculture and Rural Development (MARD) and other agricultural actors on conceptual clarity about child labour, related age groups and tasks authorized on farms/agricultural settings;
  • Carry out capacity development sessions for the MARD agents and other agriculture stakeholders on hazardous work for children thanks to existing global FAO training tools and potential tailored tools;
  • Lead and support the participative adaptation process and translation into Vietnamese of the Protect Children from Pesticides! Visual Facilitators' guide;
  • Lead the organization, the running and the follow-up of a national workshop on the role of agriculture stakeholders in ending child labour;
  • Ensure FAO presence in the Alliance 8.7 meetings in Viet Nam, pathfinder country, to give visibility to the issues of child labour in agriculture and the nexus with food security.
  • In coordination with the RAP regional child labour consultant, ensure FAO's presence, participation and visibility into national events, and contribution to the regional process for the observance of the International Year for the Elimination of Child Labour;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Higher university degree in rural development, political, economic or social sciences, law, agriculture or another related field;
  • At least 5 years of relevant experience in child labour and/or decent work or similar field;
  • Fluency in English would be an advantage.
  • National of Vietnam or resident with a regular work permit.

  • Experience in the development, management and monitoring of programs in the field of rural development/employment, reduction of poverty, land management with experience related to child labour in agriculture;
  • Good knowledge of basic concepts, methodologies and good practices related to child labour in agriculture;
  • Experience in advocacy, policy support, capacity building and technical assistance related to child labour in agriculture;
  • Experience working in multidisciplinary and multicultural teams;

Selection Criteria:

  • Relevant academic background;
  • Relevant knowledge and experience for management and monitoring of programs in the field of rural development/ employment, poverty, land management with experiences related to child labour in agriculture ;
  • Extent of experience in research design, leading field research, data analysis, report writing, presentation;
  • Knowledge and experience in advocacy, policy support and technical assistance related to child labour in agriculture;
  • English skills
