    SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 3000 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.

    ABOUT THE MISSION

    Solidarités International (SI) first intervened in 2019 in response to Cyclone Idai. Due to the crisis in Cabo Delgado, SI conducted an assessment in Mueda in May 2021 and by July 2021 had begun implementing life-saving activities. SI is today implementing activities sin whole Cabo Delgado province especially in Mueda, Nangade, Muidumbe, Palma, Mocimboa da Praia districts.

    In 2024, SI Mozambique focuses into integrated, multisectoral programming including Rapid Response Mechanism, WASH, Food Security Livelihoods, Non Food Items, and counts on 170 staffs and a budget of 11M euros thanks to the financial support of BHA, ECHO, SDC, UNICEF, AERMC

    ABOUT THE JOB

    General OBJECTIVES

  • Provides a methodological support to all program teams on technical questions linked to MEAL and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection, measure of indicators, complaint response mechanism, “do no harm” analysis, terms of references of internal and external evaluations etc.;
  • Looks over the quality and relevance of internal monitoring and evaluation activities, recommendations and analysis produced by his/her department (studies, maps…);
  • Makes sure his/her department is cross-cutting and well integrated with all departments (functional links) as well as coherent with all coordinators and managers;
  • Supports training of program teams within his/her fields of expertise;
  • Ensure lead of RRM consortium MEAL Working group and support REACH with reinforcing the harmonization of 1st line response practices on the mission, streamlining data collection and reporting activities and producing documents from the data enabling the improvement of the response, notably in terms of taking into account the opinions and needs of communities).
  • Contributes to institutional knowledge building and improvement of MEAL methods and techniques;
  • Contributes to the design of SI’s strategy by proposing a strategy in terms of M&E support to program teams, integration of cross-cutting issues (gender, protection, accountability, do-no-J17harm, community participation, disability, etc.)

    ISSUES AND SPECIFIC CHALLENGES

  • Strengthen the understanding of MEAL on the mission and the use of data to turn data into action.
Structure and systematize learning process. Structure M&E at mission level and train MEAL Teams for good understanding of MEAL and M&E plan implementation. Work on Implementation of the transversal protection framework with Program Coordination support.

PRIORITIES ON THE 2-3 FIRST MONTHS

Operational monitoring of ongoing MEAL activities on the bases and revision of base reporting documents (support new PMs with understanding of Projects Meal Plan (indicators definition, calclation methodoly ...)) Support and follow-up on the implementation of the data protection corrective measures; Follow up on the structuration of the MEAL department in Mocimboa and ensure a smooth transition with the newly nationally recruited MEAL Manager; Ensure the implementation on the updated MEAL Action Plan; Lead the design of the mission learning plan.

SECURITY CONSTRAINTS

Limited security restriction in Pemba. Freedom of movement. Good situation.

YOUR PROFILE EDUCATION

Education:

Minimum Bachelor degree in Statistics, Development Studies, Political or Social Sciences, or related fields.

SI WILL OFFER YOU

A salaried position:

According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

LIVING CONDITIONS:

Good living conditions, GH with a swimming pool, several good restaurants, possibility to go to the beach and do various activities (diving, boxing. volley-ball, football, tennis, etc.). Good internet connexion, very few energy cuts.
