POSITION TITLE: Monitoring Officer, USAID’s Esho Shikhi Activity LOCATION: District based in Esho Shikhi implementation Areas, Bangladesh (Kurigram, Gaibandha, Kishoreganj, Sherpur, Sunamganj, Sylhet and Bhola) GROUP: Human Rights, Education & Empowerment (HREE) REPORTS TO: District Coordinator, Esho Shikhi “Come and Learn” Activity Directly and working with MERLA team POSITION NO.: 15 Nos. START DATE: From 01 September 2023 (Tentative) and for next 01 (one) year, renewable based on funding and performance. POSITION SUMMARY: Winrock International is recruiting applicants for the position of Monitoring Officer for USAID’s Esho Shikhi Activity in Bangladesh. The objective of the activity is to increase learning opportunities, improve the quality of education, build the capacity of communities to support education and respond to disasters, and ultimately improve learning outcomes of marginalized Bangladeshi children in crisis-affected marginalized communities. The activity seeks to: Increase learning opportunities Improve the quality of education Build capacity of national officials, district officials, teachers and communities to support education Build communities’ capacity to respond to disasters The Monitoring Officer will report to the District Coordinator, and s/he will be involved with any task related to Esho Shikhi project’s district and upazila level monitoring, evaluation, research, GIS and MIS related activities. Their primary concern is with keeping the activity’s information updated in the system, organized, secured and quality assurance of the implementation. Position is contingent upon receipt of donor funding. ESSENTIAL RESPONSIBILITIES: The Monitoring Officer will be responsible for implementing Esho Shikhi’s Monitoring, Evaluation, Research, Learning and Adapting (MERLA) activities e.g. school monitoring for classroom observation, community engagement (SMC/PTAs), regular data entry into Esho Shikhi MIS platform, data cleaning, quality assurance and implementation of Esho Shikhi intervention at schools and upazila level, collecting success stories, capturing learning information, most significant changes. The officer will work with District Coordinator (DC), Upazila Coordinator (UC), UEO, AUEO, DPEO and other relevant stakeholders in aspect of MERLA. Prepare plan (monthly, quarterly and yearly) for smooth implementation of all MERLA related activities at implementation level. Providing day to day relevant data into the ES MIS platform as per indicators requirement. Provide support to the DC, UC in related to MERLA activities for evidence-based decision making for the quality implementation of the activities at district and upazila level. Conduct regular monitoring at schools and upazila for ensuring quality implementation for classroom observation, Community Engagement (SMC/PTAs) and updating the information into the MIS platform/Tangerine. Provide different indicators (training and materials distribution) information in the MIS Platform. Utilize the MIS and GIS systems to analyze data and help the Esho Shikhi project team understand the meaning of the data and its effective use. Ensure the safeguarding of the information and database as per Esho Shikhi implementation. Conduct regular data quality assurance which is generated from district, upazila and school level. Diagnose and develop repair strategies to address threats to project data and related issues. Collaborate with the Esho Shikhi’s technical and communications staff to visualize important findings for reports and other uses. Provide technical support to project staff as needed on MIS, data analysis, survey administration and ES MIS dashboard use. Participate as required in Winrock International’s Community of Practice. Collaborate with other staff members including the MERLA team members, Technical Specialists, Operations team, IT team, etc. Provide support for Baseline, Endline and other learning studies for data collection process in field. Other duties as assigned by the MERLA unit. QUALIFICATIONS AND BACKGROUND: Education: Master’s degree in Social Science, Statistics, Development study or relevant subject. Experience: 4-5 years’ experience working with monitoring, evaluation research field. Experience working on development, especially education activities preferred. Experience monitoring and evaluation, research, survey, quality assurance, DQA. Experience managing M&E databases and conducting timely data analysis and developing reports. Experience in both quantitative and qualitative data collection, analysis and reporting. Experience managing data entry through Mobile Application, KoboToolbox. Experience on program quality assurance, MIS, GIS. Familiarity with USAID M&E requirements preferred. Familiarity with emerging trends on MERLA, quality and primary education especially in the context of Bangladesh. Skills: Critical Thinking Skills & Complex Problem-Solving Skills. Data Analysis and Reporting Skills. Management & Communication Skills. Excellent written and oral communication skill in English required. Fluency in Bengali required. Proficiency in word processing, spreadsheet (preferably Microsoft Access and Excel), and presentation software (Microsoft PowerPoint), KoboToolbox and MIS. Proficiency with database and statistical applications STATA or SPSS. Expert in motorcycle driving and have valid driving license.
