Office/Unit/Project Description

The United Nations Development Programme works in about 170 countries and territories, helping Governments achieve their own development solutions to achieve the eradication of poverty, and the reduction of inequalities and exclusion.

On October 21, 1974, the United Nations Development Programme and the Government of Barbados entered into an agreement to “support and supplement the national efforts of developing countries at solving the most important problems of their economic development and to promote social progress and better standards of life.”

Subsequently, similar agreements were entered with Governments of the ten countries and territories that the UNDP Multi-Country Office (MCO) for Barbados and the Eastern Caribbean serves: Anguilla, Antigua and Barbuda, Barbados, the British Virgin Islands (BVI), the Commonwealth of Dominica, Grenada, Montserrat, Saint Kitts and Nevis, Saint Lucia, and Saint Vincent and the Grenadines.

UNDP’s work in the region continues to evolve and is now classified under three main pillars (1) Sustainable Solutions, Energy and Climate Change (SSECC) (2) Prevention, Recovery and Resilience (PRR) and (3) Poverty and Governance (P&G).

The three aforementioned pillars of work follow the \"Blue Economy for Green Islands approach\" that incorporates the deep interlinkages between blue and green while encompassing an entire island system and its maritime waters as one interlinked economic, social and environmental system.

At UNDP in Barbados and the Eastern Caribbean, we follow the Blue Economy for Green Islands approach in order to promote economic diversification, job creation and resilience.

The Enabling Gender-Responsive Disaster Recovery, Climate and Environmental Resilience in the Caribbean (EnGenDER) project1, funded by the Government of Canada and the UK Government, seeks to further integrate gender equality and human rights-based approaches into disaster risk reduction, climate change adaptation and environmental management frameworks and interventions and identify and address some of the barriers to ensure equal access to DRR and climate change and environment solutions for men, women, boys and girls in 9 Caribbean countries. Within the past two years, EnGenDER has proved to be a catalyser for the mainstreaming of gender and human-rights based approaches to climate change adaptation and disaster preparedness tools and policies in the Region.

UNDP wishes to engage a monitoring and evaluation (M&E) practitioner, who has a strong background in M&E for sustainable development, preferably in the areas of climate change, disaster risk and/or gender equality. The ideal candidate will have a nuanced understanding of interconnected issues of vulnerability, and gender inequality and can quickly and effectively provide technical expertise to advance project objectives and enhance climate and risk resilience in the Caribbean.

Scope of Work

Under the direct supervision of the Project Manager based in Barbados and within the Climate Change and Disaster Risk Resilience portfolio, the M&E Associate will contribute their professional expertise in project planning, monitoring, and learning. The M&E Associate, working closely with the Planning, Monitoring and Evaluation Associate, will collaborate with the Technical Specialists for gender equality (TS-GE), climate change (TS-CC) and disaster recovery (TS-DR) to ensure the seamless integration of a human rights-based, gender-responsive and interdisciplinary approach to their work that maximises sustainable development gains and minimises negative environmental and social impacts.

The M&E Associate will work within the context of the wider UNDP programmes on Climate Change and Disaster Risk Resilience, and Energy and Environment, and will ensure their work actively considers, integrates, and builds synergies with the portfolio, working collaboratively with the programme team.

The M&E Associate will be primarily responsible for providing high quality technical advice, research, as well as knowledge and capacity development services relating to climate change adaptation and mitigation to partner countries in coordination with UNDP Country Offices. S/he will work with governments, inter-governmental organisations, UN agencies, NGOs, donors, and the private sector in order to achieve the intended programmatic objectives and outcomes.

The M&E Associate will be expected to deliver results in the areas of:

Planning, learning and adaptive management:

Ensure the application of a results-based management (RBM) approach for planning and monitoring of the project Manage implementation of the Monitoring and Evaluation (M&E) Plan and update as needed, guided by the Project Manager Support the Project Manager in updating project progress, achievement of targets, risk logs, lessons learned etc. on a quarterly basis using Atlas and the Corporate Reporting Platform Support the development/adaptation of research and monitoring tools (e.g. for data collection, analysis and visualisation) which capture disaggregated information on various population and vulnerable groups, including by age, gender, ethnic group, income, disability, etc. as relevant Support the design and monitoring of interventions using an integrated systems-based approach, with emphasis on supporting the most vulnerable Support annual work planning processes ensuring alignment of annual work plans and activity level indicators with project outcome indicator milestones and targets Lead the refinement of results frameworks and monitoring of results at country and project levels, ensuring alignment with national, regional and global objectives (including the SDGs) Lead the collaborative design and implementation of monitoring plans, including data collection methods and methodologies to measure intervention impact, participatory and evidence-based monitoring, and evaluation (M&E) methods to promote ownership and measure change among target groups Support terminal decentralised project evaluation; providing technical guidance during evaluation design, quality assurance during implementation and support the use of results for course correction/enhancement

Capacity development and knowledge management:

Provide training and capacity building for PMU, partners, beneficiaries, and other stakeholders to support participatory monitoring and evaluation of activities and results Support the integration of the Gender-Based Analysis Plus (GBA+)2 methodology in planning, monitoring, and implementation With the team, support the capture, codifying and synthesis of lessons and monitor their use in adaptive management With the team, support the transfer of successful models, approaches and solutions to the wider portfolio and to the global UNDP knowledge network

Perform any other duties within your functional profile as assigned and deemed necessary for the efficient functioning of the office
