Context:

Under the overall supervision of the Chief of Mission (CoM) in Algiers and direct supervision of the Head of Programmes; and, in collaboration with relevant units at Headquarters and the Regional Office, the successful candidate will be responsible and accountable for the coordination and implementation of IOM Algeria health programmes activities and projects. S/he will also be responsible for contributing to the development and implementation of new health programmes in the country and for monitoring the related budgetary and administrative aspects of health programme activities.

Core Functions / Responsibilities:

1.Implement health operations in IOM Algeria. This will include the coordination, monitoring and supervision of the timely implementation of health activities, such as:

• Provision of primary health care through mobile teams and/or fixed clinic services for returnees, migrants, and host communities.

• Facilitating procurement, storage and distribution of medicines and medical supplies, maintaining an inventory of partners and goods distributed.

• Following up health referrals, facilitating emergency transport to/from nearest health facilities.

• Supporting the enhancement of access to health care services and facilities.

• Supporting COVID-19 response in particular the key health related pillars.

2.Encourage universal health coverage by facilitating the inclusion of migrants and migration in the national health plans and policies including COVID-19 vaccination related technical working group and national strategies.

3.Participate in the technical capacity building for both internal and external stakeholders on migration health issues including Health, Border and Mobility Management, International Health Regulations, disease surveillance and infection prevention and control.

4.Conduct preliminary assessments of the health needs of migrants, including priority causes of ill-health; draft and suggest plans to address these. Bring to the attention of the CoM and Head of Programmes ongoing or emerging health needs of migrants, returnees and

5.other affected communities to facilitate effectiveness, coherence, integrity and the building of linkages with other relevant programmes.

6.Participate in mission level multi-sectoral assessments, providing health related technical information on programmatic areas of intervention.

7.Provide technical inputs and compile information for the elaboration and implementation of migration health risk surveillance strategies and mechanisms that strengthen preparedness and response, and work to avoid and mitigate these risks.

8.Maintain effective and regular liaison with relevant counterparts, including in the Ministry of Health, Population and Hospital Reform, (MoH), World Health Organization (WHO), UN agencies, and international and national non-governmental organizations working in the health and other relevant sectors.

9.Assist in the monitoring and evaluation of the quality of health care provided to IOM beneficiaries and bring to the attention of supervisor any issues with compliance to national and IOM global standards.

10.Maintain relevant information sharing channels in close coordination with the Chief of Mission and other IOM Algeria programme managers.

11.Ensure the maintenance of documentation for implemented health activities, including the collection of age/sex disaggregated data in line with IOM data protection guidelines.

12.Draft activity (narrative) reports on project achievements, challenges encountered, pertinent developments and needs on a quarterly basis.

13.In close coordination with the Head of Programmes and IOM Algeria Projects Support Unit, participate in the identification of new programme and project possibilities and contribute to the development of health specific as well as multi-sector proposals and the collection of requested documentation for subsequent submission to donors according to IOM project development guidelines and procedures.

14.Facilitate and encourage the mainstreaming of migration in relevant health policies, strategies and planning processes.

15.Research potential entry points for expanded collaboration and/or new project development in close coordination with local health authorities and partners.

16.Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Medicine, Public Health or related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in the domain of global public health and migration health related issues, including in the context of humanitarian situations;

• Experience in the implementation and management of a large and complex health programme;

• Previous public health work experience in international organization is a strong advantage.

Skills

• Proven capacity and vision to develop and implement programmes in migration and health;

• Proven capacity to communicate to specialized audiences on migration and health topics;

• Proven skills in coordinating multidisciplinary teams and establishing and maintaining working relations with senior government officials, UN agencies, Non-Governmental Organisations (NGOs) and Donors, including familiarity with the humanitarian cluster system;

• Proven writing skills to draft high quality concept notes, proposals and donor reports in both English and French.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic and/or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
