Global Corporate Solutions and Corporate Real Estate
Reporting directly to the Managing Director and World Bank Group Chief Administration Officer (MDCAO), Global Corporate Solutions (GCS) brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services (such as food services, printing, travel, conferences, and translation and interpretation).

GCS’s Corporate Real Estate (GCSCR) division plays a crucial role in supporting IBRD, IDA, MIGA, and ICSID by developing and operating their real estate demands worldwide. GCSCR’s primary purpose is to create safe, cost effective, sustainable, and functional real estate solutions, enabling business units to perform their work program in line with the WBG’s mission to create a world free of poverty on a livable planet.

To achieve its purpose, GCSCR led by the Senior Manager, is structured into three divisions: (i) HQ Real Estate Development and Management (GCSHQ), which covers facilities based in Washington, DC, (ii) International Real Estate (GCSIR), responsible for facilities located overseas, and (iii) Corporate Real Estate Strategy & Planning (GCSSP), providing cross-cutting strategic planning and analysis and business support.

GCSCR is comprised of approximately 80 staff, leverages over 500 contractors, and manages an annual facilities capital investment plan of about $100 million globally. GCSCR works closely with the Regions on the Bank’s more than 175 country offices and manages several of the Bank’s country offices.

Job Description

The Manager is responsible for overseeing International Real Estate Development for regions, including, but not limited to, Africa and Middle East (AFE/AFW/MENA). Core functions includes, but not limited to, leasing, design, construction, acquisition, and disposition of the Bank’s real estate in the regions. The Manager will also oversee International Facility Management, with support and coordination from Regional Portfolio leads, which is responsible for the facility management and plant operations of all the Bank’s offices in the region. The Manager will work closely with other International Real Estate Managers to support the Senior Management Team in the delivery of a streamlined WBG Real Estate function. The position is based in Dubai and will report to the Senior Manager, Corporate Real Estate.

Duties and Responsibilities:
Business Management: (including strategy, implementation, budget management and quality control).
• Manages International Real Estate regional portfolios including in Africa and Middle East, which designs and constructs multiple large, complex, high-visibility facilities projects of contract values of more than $125 million within an overall portfolio of more than 65 locations.
• Contributes to the strategic development and growth of the World Bank Real Estate Strategy by providing intellectual and technical leadership to GCSIR and develops and proposes key technical directions and long-term strategies that have long-term strategic implications for the organization.
• Addresses issues with long-term strategic implications for WBG. Focus is enterprise wide and long term.
• Plans and delivers the yearly GCSIR work program making effective use of each team’s member skills and strengths in an effort to reduce cost, effectively managing within the unit’s budget.
• Contributes to the effective management of GCSIR, the International Facility Management, project Management and Transactions. Manages the day-to-day operations of the regional unit.

• Ensures that appropriate internal control and compliance policies and procedures are in place and being followed with respect to meeting the WBG’s fiduciary and safeguard policies and guidelines, as well as the Division’s own quality control processes.
• Contributes to budget discussions and secures the appropriate budget for the unit.
• Develops an appropriate risk management framework to ensure that the Division’s strategic objectives are met.

Relationship Management accountabilities:
• Under the leadership of the Senior Manager, Corporate Real Estate, establishes and maintains strategic relationships and engagements with other parts of the Bank Group, as well as external partners to enable constructive and strategically focused real estate solutions.
• Builds and maintains excellent partnerships within Regional management, as well as with other relevant Bank Group units to ensure that GCSIR responds to client requests in an integrated, timely, and coherent manner, and that substantive analytical work is conducted throughout the process.
• Listens to the client, asks sensitive questions, displays a grasp of the client’s issues and an understanding of what the client wants done for a satisfactory conclusion.
• Collaborates with WBG senior leadership teams as required regarding matters that influence the Bank’s global footprint.
• Encourages innovation within the Division and ensures the dissemination of new approaches to products and solutions, drawing on best practices.
• Leads GCSIR in its effort regarding corporate social responsibility and sustainability.
• Builds and manages relationships, including negotiation (where relevant) with external entities such as landlords, architectural and engineering firms, real estate brokers, law firms, and other parties.

Selection Criteria

• Master's degree in a relevant discipline (i.e. Real Estate, Project Management, Architecture, Engineering, Business Management) with at least 12 years of substantial professional experience in positions of increasing complexity and responsibility or equivalent combination of qualification and experience.
• Experience in a large international organization or corporate environment, with an understanding of their operational intricacies and strategic imperatives.
• Demonstrates a nuanced understanding of organizational dynamics but also underscores a proven ability to navigate complex structures and contribute effectively to impactful initiatives.
• Sound business acumen, as well as demonstrated results in delivering programs worldwide.
• Outstanding interpersonal, diplomatic and partnership skills required for building and maintaining collaborative relationships with senior management, government officials, partners and other stakeholders.
• Strong communication skills, including the ability to speak persuasively and present ideas clearly and concisely.
• Superior level of resourcefulness, ability to work with considerable autonomy as well as willingness to work under pressure and through the whole spectrum of activities from the strategic level to the resolution of specific implementation issues.
• Demonstrated strategic thinking skills and ability to engage in a substantive dialogue on complex issues and corporate priorities.
• Experience in innovating, translating ideas into action plans and delivering results.
