Background:

The Association of Journalists of Kosovo (AJK) is a non-governmental organization whose mission is to protect the freedoms and rights of journalists, to promote, encourage and improve quality and open journalism in Kosovo, as well as the position of journalists in Kosovo. The AJK was established in 2002 and it counts over 900 media professionals, journalists, photojournalists, cameramen, editors and is open to membership from all ethnic communities in Kosovo.

The implementation of the Law on the Use of Languages remains uneven and limited across all institutions in Kosovo. Despite efforts by the Language Commissioner to ensure implementation of the Law on the Use of Languages, stronger support by the Government to consolidate language policies is necessary. Efforts to provide timely translation into all official languages for journalists from different ethnic communities is highly necessary and critical to improve inter-community relations and professional exchange.

In order to provide information in official languages, the OSCE Mission in Kosovo (Mission) through the Project on Furthering Freedom of the Media and Expanding Media, Information, and Digital Literacy, will support the AJK by organizing Serbian language classes on beginner and intermediate levels for its executive office staff. The Mission will support the AJK by hiring a professional Serbian language instructor.

Objective of Assignment:

To enhance AJK’s internal capacities and to facilitate their communication with journalists from different communities, Section will engage a local consultant to hold a language course with AJK staff in order to stimulate interethnic dialogue and enhance understanding and co-operation in the region.


Duration of Assignment:

The consultant will be engaged for 60 sessions.

Tasks and Responsibilities:

Under the direct supervision and guidance of the Activity Manager, the Serbian language instructor will:

Develop a work plan for the language course. Submit a work plan for approval to the Mission seven days before commencing the course. The work plan must contain a detailed timeframe for all activities proposed as part of the language course. Develop a short pre and post evaluation test to assess skills that have been developed by course participants; Develop an appropriate adult teaching methodology and materials in consultation with the Activity Manager; Conduct a Serbian language course for the participants three times a week for a period of four months; Prepare the course content and materials; Arrange the language course schedule; Assist participants with the learning process; Work closely with the Activity Manager to discuss schedules, programme changes, attendance and the progress of students, equipment, and the evaluation of courses; To prepare the final report.


Deliverables:

Develop a work plan for the course one week before the commencement of classes and submitted by the Serbian language instructor to the Project Manager; Conduct the course in Serbian language for the AJK representatives from May to September 2023; Deliver a final report to the Project Manager 10 days following completion of the course.


Performance Indicators:

Timely and qualitative submission of a work plan for the course to the Project Manager; Course designed to meet the needs of the AJK representatives; Certificates of completion issued upon completion of the course; Positive feedback from the course participants (evaluation questionnaire); Timely submission of the final report to the Project Manager.

Necessary Qualifications:

University degree in languages, social science or a related degree; Proven skills in teaching for course attendants with no or limited knowledge of Serbian language; Proficient skills at drafting formal documents in Serbian language; At least five years of experience in training and teaching of Serbian language; Excellent interpersonal and communication skills;

Remuneration Package:

Remuneration will depend on the qualifications and experience ofindividual experts as well as the detailed work plan to be agreed uponand will be based on the current OSCE consultancy rates.
