Background

As a key area of its long-term efforts, the Democratization Programme of the OSCE Mission to Montenegro (Mission) works to support the Parliament of Montenegro (Parliament), as the main democratic institution, to enhance its capacities. Within this framework, in co-operation with the Parliament, in 2020 the Mission supported a baseline report of the work of two units of the Parliamentary Institute (Research Centre, Library and Documentation Centre and Archive) which, inter alia, resulted in recommendations for further enhancement of the work of the Library.

The primary task of the Parliament's Library is the provision of services to members of parliament (MPs) and parliamentary staff. Its special collection of documents and publications is an important source of information both for parliamentarians and for the public. Since 2008, the Parliament's Library is part of the library-information system Co-operative Online Bibliographic System and Service - COBISS. In 2020, the Parliament's Library started its electronic catalogue, i.e. creation of library records in the shared bibliographic database of MontenegroCOBIB.CG, which is part of COBISS, with professional support of the National Library of Montenegro "Djurdje Crnojevic" in Cetinje, which is COBISS coordinator for Montenegro. In this context, and taking into account that Parliament's library staff members do not possess licences needed for creation of bibliographic records of serial and monograph publications in the shared bibliographic database of Montenegro COBIB.CG, the Mission will engage a Local Expert on Creating Library Records, certified to create bibliographic records of serial and monograph publications. The objective of this consultancy is to support Parliament's Library in the process of cataloguing its material intoCOBIB.CG, which would result in an online library catalogue (to be used via intra- and/or internet), easily accessible to the end users and supporting cooperation among libraries. Additionally, the expert should offer consultation with regards to the most efficient manner of using the said catalogue and provide general advice on improving library cooperation and exchange.

Tasks and Responsibilities

Under the supervision of the Democratization Programme Manager of the OSCE Mission to Montenegro, the consultant will be required to perform the following task:

  • Based on the List received from the Democratization Programme, create 500 bibliographic records in shared bibliographic database of Montenegro COBIB.CG on behalf of the Parliament's Library, certified by the Report/transcript from the system outlining the number of correctly entered records, in local language, by August 30, 2021, in Podgorica (9 working days in total);
  • Provide one full day consultation and mentoring to the organizational unit Parliament's Library (for up to 5 participants) of Parliament of Montenegro on the most efficient manner of using the above mentioned catalogue, as well as providing the general advice on improving library cooperation and exchange. Memo outlining the key points of the consultation and mentoring meeting, of min 1 page, should be submitted in local language, in Podgorica, by August 31, 2021, in Podgorica (1 working day in total).

Deliverables:

  • Based on the List received from the Democratization Programme, 500 bibliographic records are created in shared bibliographic database of Montenegro COBIB.CG on behalf of the Parliament's Library and the Report/transcript from the system outlining the number of correctly entered records submitted, in Podgorica, in local language, by August 30, 2021;
  • One full day consultation and mentoring is provided to the organizational unit Parliament's Library (for up to 5 participants) of the Parliament of Montenegro on the most efficient manner of using the above mentioned catalogue, as well as providing the general advice on improving library cooperation and exchange. Memo outlining the key points of the consultation and mentoring meeting, of min 1 page, submitted in local language, in Podgorica, by August 31, 2021;

Necessary Qualifications

  • University degree in the area of library and information science, literature or related fields;
  • Minimum 5 years of professional experience in the areas of library and information science;
  • Licence to create bibliographic records of serial publications in the shared bibliographic database of Montenegro COBIB.CG;
  • Licence to create bibliographic records of monograph publications in the shared bibliographic database of Montenegro COBIB.CG;
  • Proven experience in the area of creating records in COBIB.CG and performing similar library activities;
  • Professional fluency in the local language, both spoken and written and professional fluency in English;
  • Very good interpersonal skills and demonstrated ability to work in teams and with groups composed of individuals of different cultural and political backgrounds, while maintaining impartiality and objectivity;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration Package

The Expert/Consultant will be remunerated commensurate with his/her experience and qualifications in accordance with the OSCE established rates.
