Experience in facilitating the economic inclusion of vulnerable and marginalized groups in collaboration with internal and external stakeholders, ideally in varied field contexts. Experience in working in partnership with private sector, NGOs, UN organisations, and government authorities in sub-sectors relevant to livelihood programming e.g. microfinance, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training, etc.
Desirable
Prior exposure to UNHCR refugee operations and functions relating to office administration and programme activities. Knowledge about latest development in the livelihoods sector, including broader UN processes on the SDGs and the Global Compact on Refugees. Completion of UNHCR learning programmes or specific training relevant to functions of the position.

Costa Rica is a country with a longstanding commitment to human rights. It has been a model in the region on refugee protection and integration schemes and is a leader in seeking to end statelessness. In the past four years, Costa Rica has become an asylum country for refugees from the main displacement situations in the Americas (Nicaragua, Venezuela and Northern Central America), and a transit one for persons in mixed migration movements from other continents. As of November 2020, Costa Rica hosted over 93,000 asylum seekers, refugees and other persons of concern. In the aftermath of socio-political unrest and violence in Nicaragua in April 2018, Costa Rica became the main reception country for an unprecedented number of Nicaraguan refugees. To date more than 84,000 Nicaraguan asylum seekers have or are waiting to apply for asylum, nearly 94 percent of the total caseload comprising the five groups. Current arrival trends indicate that by the end of 2020, there could be as many as 100,000 Nicaraguan asylum seekers in the country. The recent large influx of asylum seekers has not only taxed the capacity of the authorities to process and assist persons of concern, but also UNHCRÂ's operation. To adequately support the Government in its response and ensure protection and assistance to asylum seekers, the UNHCR operations budget tripled in the past year and its personnel increased from 16 to 81 staff. The establishment of a Field Office near the border with Nicaragua has been part of this period of rapid change and adaptation, requiring the reorganization of the operation to deliver, including in the context of L1 and L2 declarations. The COVID-19 pandemic has had a worrying impact on the possibility of refugee and asylum seeker population to meet their basic needs, such as nutrition, shelter and self-reliance.
UNHCR key activities involve registration, border monitoring, community-based protection to identify particularly vulnerable individuals, case management, counselling, CBI interventions, health insurance, livelihoods and peaceful coexistence projects through its partners or directly.
Organizational Setting and Work Relationships: The Livelihood and Economic Inclusion Associate will work under the direct supervision of the Assistant Livelihood and Economic Inclusion Officer. The incumbent will support in operationalizing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries.
The Livelihood and Economic Inclusion Associate will collaborate closely with livelihoods partners, government agencies, private sector and financial service providers as well as other relevant stakeholders to enhance the economic inclusion and improve self-reliance of both persons of concern (PoC) and host community members. The incumbent will also be expected to deliberately explore opportunities of collaboration with other UNHCR cross cutting areas such as the UNHCR Field Office in Upala, protection, education, cash, partnerships, research and analytics, SGBV, solutions, complementary pathways and more. To document good practices, results and to generate knowledge, the Livelihood and Economic Inclusion Associate will work closely with the supervisor to build on UNHCR databases and support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. S/he will assist to mobilize socioeconomic inclusion efforts directed to refugees of different age, gender and background and to ensure that all stakeholders well understand the potential of economic inclusion of refugees and host community members, and to help communicate opportunities to PoC.
