Title of project: Support the implementation of the Empowering Refugee Women class for women with disabilities and women caregivers of family members with disabilities.

Purpose of the project: Empowering Refugees is a joint initiative of the UN Refugee Agency (UNHCR), the Global Compact Brazil Network and UN Women.

The Eighth edition started in May and will run until December with three main objectives:
1) training refugee women sheltered in Boa Vista to access the Brazilian labor market;
2) raising awareness of the private sector and
3) intermediate hiring and the voluntary relocation of participants and their family members through the Employment based modality of Interiorization.

7. General Background of Project or Assignment:
The first edition of the Empowering Refugee Women took place between 2015 and 2016, in the city of São Paulo. Refugee women of different nationalities participated in workshops that prepared them for job interviews with partner companies interested in hiring. Faced with the worsening humanitarian crisis in Venezuela and the increase in the number of refugees and migrants arriving in Brazil mainly through the border with the state of Roraima, in 2019 the project extended its geographic activities to Boa Vista. In this new phase, the initiative started to offer training to the women sheltered in the emergency shelters of Boa Vista and the possibility of being relocated with their families for the job destination, in case of hiring. Since then, 418 women have participated in the initiative, which has already mobilized more than 300 companies and organizations for the cause of refuge.
Is estimated that one in five women lives with a disability and experience various types of impairments – including physical conditions, psychosocial, intellectual and sensory – which may or may not include functional limitations. Furthermore, women with disabilities, in all their diversity, include those with multiple and intersectional in all contexts, including ethnic, religious and racial aspects; the status of refugee, migrant and internally displaced women; LGBTIQ+ identity; age; marital status and the fact of living with HIV or being affected by this virus. These factors cause radically different life experiences and often lead to women and girls with disabilities to live in extreme situations of deep discrimination. Consequently, inferior economic and social conditions may be generated; a risk increased violence and abuse (including sexual violence); discriminatory practices based on gender bias and limited access to education, health care (including sexual and reproduction), information, services and justice, as well as civic and political participation. These barriers prevent their full and effective participation in development and humanitarian advances, including during the pandemic, and in transition and post-conflict settings. Organizations for the protection of the rights of women and people with disabilities work to achieve their full and equal inclusion in relation to the rest of society. However, difficulties in partnerships and lack of access to finance often mean that their needs are not taken into account during the development and implementation of intergovernmental policies, programs and processes.
In this regard, Empowering Refugees values the diversity of its classes, mixing different nationalities, ethnicities, backgrounds and profiles. In 2020, the project started to form classes aimed at refugees with disabilities, chronic diseases and/or with special needs. It also includes women who have family members with disabilities and are the only family income earners, refugees from the generational pillars (50+), pregnant women and LGBTQI+. For the fourth consecutive time, besides the 80 training vacancies to refugee women sheltered in Boa Vista, a class with 20 vacancies will be offered to refugee women with disabilities and chronic illnesses and/or caregivers’ women of family member with disability living in Pricumã shelter.

9. Overall Purpose and Scope of Assignment:
Annex 1
This term of reference is intended for organizations focused on inclusive education that carry out work for the inclusion of people with disabilities in companies. UNHCR aims to hire a consultant to provide technical support for the selection of women with disabilities and women caregivers of family members with disabilities to be part of the Empowering Refugee Women initiative, comprising their participation at the training course d in Boa Vista (RR) and their subsequent integration in the cities of work destination. Therefore, the scope of this technical consultancy involves:
PRODUCT 1 - Methodology and Implementation plan
• Deliver a work plan and a mission plan to Boa Vista (RR), with the description of the methodology and implementation tools select women for the course, the development of the Biopsychosocial Profile (BPSP) of women in Pricumã shelter and the training to be conducted with local teams.
PRODUCT 2 – Selection of disable and women caregivers and BPSP development
• Carry out the screening and selection of 20 refugee women to participate in the project face-to-face in Boa Vista.
• Conduct interviews face-to-face with each participant in a location offered by UNHCR in Boa Vista (RR).
• Develop the Biopsychosocial Profile (BPSP) of each of the 20 participants. The information should only be shared with persons authorized by UNHCR and must be deleted after the end of the contract.
PRODUCT 3 – Support the preparation and facilitation training with local teams
• Conduct face-to-face training and awareness raising on “Persons with disabilities”, for 50 people, considering gender and diversity issues, for the partner organizations that are part of the “Empowering Refugees” project. The space will be offered by UNHCR and partners in Boa Vista (RR).
PRODUCT 4 - Follow up
• Follow up the 20 women participating in the job interviews to guide the selection process and answer questions from companies and women until the end of the contract.
• Support in the mapping of companies and job vacancies for the inclusion of women project participants. Deliver a final report detailing all delivered products and their final results.

10. Required level, qualifications and work experience:

- Graduation in relevant areas of study, such as Psychology, Social Sciences, HR, among others.
- Minimum of 3 years of proven experience with inclusion of people with disabilities in the labor market.
- Specific work experience with refugee and migrant population is desirable and will be assessed as advantageous.
- Experience in topics related to Diversity: Gender Equality or Gender and Sexuality or Races and Ethnicities or Cultures or Aesthetic standards or 60+ among others is desirable.
- Proficiency in Portuguese, including excellence in grammar and writing.
- Professional knowledge of the Spanish language.
- Availability and flexibility to travel and work in morning periods, afternoon and/or night.
- Excellent planning and prioritization skills.
- Knowledge of digital tools for consultations, meetings and virtual conferences.
