Terms of ReferenceIn the context of efforts to strengthen specialized local public policies for forcibly displaced persons in Brazil, the United Nations High Commissioner for Refugees (UNHCR), an invited member of the Goiás State Committee for the Attention to Migrants, Refugees, and Stateless Persons, the Combat of Human Trafficking and the Elimination of Slave Labor (COMITRATE) will support the elaboration of the Policy Plans for Refugees, Migrants and Stateless Persons for the State of Goiás and for the municipality of Goiânia. Therefore, UNHCR intends to hire an individual specialized consultant to provide technical support to the Work Plan (as detailed on item 9 of this ToR) developed by the Committee for this purpose. The consultant will act under the supervision of UNHCR Livelihoods unit from the Branch Office of Brasília in cooperation with the members of the Working Group established in the Committee for the development of the Plan. Overall, consultant recruitment is needed as UNHCR does not have the specialized capacity to implement this strategic policy development project.

In order to enhance the access of refugees and migrants to protection and local integration in the Midwest of Brazil, UNHCR Livelihoods unit plays an active role in fomenting specialized public policies at city and state levels. Aligned with such effort, the Livelihoods unit participates in city and state councils, committees, working groups, and forums, to advocate for the effective access of displaced persons to public services and programs and provide technical support to local governments and networks.
Goiás has received more than 2,500 Venezuelan under the Interiorization strategy, with 50% concentrated in the cities of Goiânia, Mozarlândia and Aparecida de Goiânia. Also, 2,042 Venezuelan are registered in the Brazilian Registration for Social Programs (CadÚnico), mainly in the cities of Goiânia and Anápolis. Besides the Venezuelan population, other 74 different nationalities applied for the issuance of the National Migration Registration Card (RNM) in the state. Even though UNHCR identifies many good practices as to the access of refugees and migrants to public policies in Goiás, there is no specialized legal framework or plans to better coordinate the implementation of public
programs at a local level, or to enable the systematic monitoring of the access of forcibly displaced persons to public services and policies.
Under such context, UNHCR will contribute with additional technical capacity throughout the process of i) preparing public consultations, ii) compiling inputs from different actors, and iii) drafting the preliminary versions of the State and Municipal plans.

PRODUCT 1 - Preparation of a baseline text describing the methodology to be used for the operationalization of the consultations with the population
- Describe the methodology and tools needed to conduct the consultations with the population foreseen in the construction of the State Plan and the Municipal Plan.
- Elaborate the baseline text to be used in support of the 1st Round of Consultations with the population. The text’s detailed structure will be previously oriented by UNHCR in accordance with discussions under the COMITRATE Working Group.
PRODUCT 2 - Support the preparation and facilitation of Regional Conferences for the consultation with the population
- Recommend criteria and methodology for the Regional Conferences, to be ratified by
UNHCR in accordance with discussions under the Committee Working Group.
- Elaborate a registration form for to enable the prior confirmation of participation on the Conference.
- Train the facilitators of the Regional Conferences on the methodology for conducting and systematizing the debates.
PRODUCT 3 - Compilation of the proposals received at the Conferences and elaboration of the Goiás State Plan and Goiânia Municipal Plan
- Based on the minutes of the Regional Conferences, compile the proposals received by thematic axes.
- Using the concept not and based on the compilation of proposals resulting from the Regional Conferences, draft the first version of the State Plan, to be revised by UNHCR in accordance with discussions under the Committees’ Working Group.
- Present the revised text of the Plan to COMITRATE.

Qualification and experience required (degree required, years of work experience, field of expertise, language required):
- Graduation in relevant areas of study, such as Public Administration, Public Policies, Social Sciences, among others. Postgraduate studies in related fields are desirable.
- Minimum of 5 years of experience in management, research, analysis or development of public policies. Specific work experience with refugee and migrant population is desirable and will be assessed as advantageous.
- Proficiency in Portuguese, including excellence in grammar and writing. Practical knowledge of Spanish, English and/or French will be assessed as advantageous.
- Excellent interpersonal skills.
- Excellent planning and prioritization skills.
- Experience in facilitating participatory consultations, such as conferences.
- Knowledge of digital tools for consultations, meetings and virtual conferences.
- Analytical and drafting skills of programmatic actions in public policies.
