Terms of ReferenceThe incumbent is a member of the Protection team and will work under the direct supervision of the Legal Associate. The Legal Assistant is responsible for supporting all day-to-day activities related to the timely and effective protection responses to the needs of asylum - seekers and refugees.

The Legal Assistant is also responsible for less complex legal research, analysis and drafting. He/she is expected to support with the capacity building activities for local authorities in the area of refugee protection under supervision, and where needed, coordinate activities with selected partner organizations. The Legal Assistant also provides marginal support to the Registration Team with registration and documentation related activities.

Duties and Responsibilities:

- Support with monitoring the development of law and doctrine.
- Support with the analysis of relevant emerging legislation in line with protection and humanitarian principles, international law and standards.
- Support with selected advocacy efforts of the operation.
- Participate in meetings within UNHCR and with external counterparts at the relevant level, and support with preparing meeting agendas and minutes.
- Support with drafting less complex protection documents, legal opinions, briefs, advocacy papers and policies in cooperation with the supervisor.
- Assist in handling individual cases and situations raising special questions of application or interpretation of international law, refugee and human rights law under supervision, including legal related counselling to asylum-seekers and refugees.
- Support with the development of project proposals and project implementation.
- Support with drafting less complex emails and external correspondence to stakeholders and the authorities.
- Support with general administrative duties such as data recording, surveys, feedback mechanisms, preparing presentations and organizing meeting briefs.
- Support with the protection monitoring of partners.
- Support with registration tasks such as printing UNHCR cards.
- Perform other related duties as required.

Minimum qualifications required:

- Educational background in law, human rights, international law, or any other related field.

Desirable Qualifications:

- Experience working with forcibly displaced persons or other vulnerable communities.
- Completion of UNHCR learning programmes or specific training relevant to functions of the position.
- Knowledge in Spanish desirable but not required.

Please note that this position is offered under UNOPS LICA contract at LICA-4 level until 31 December 2023, with possible extension subject to budget, good performance and operational needs.

Candidates not residing and/or not citizens of the country must comply with all eligibility requirements for employment in line with the prevailing legislative prerequisites in the country and demonstrate a proof of residency and/or work permit for the said country at the time of application.
