Start Network is looking of someone to lead the evidence and learning activities of the anticipation and risk finance portfolio. Reporting to the Head of Evidence, with matrix management to the Head of Anticipation and Risk Financing, you will design and conduct research and evidence activities to measure the performance and impact of risk financing and anticipation, as well as the network itself. Approximately 20% of time will be allocated to broader Start Network support.

You will work closely with colleagues in the anticipation and risk financing team, supporting and guiding the project-level collection of evidence relating to the performance of anticipatory action of humanitarian funds and risk finance. You will also collaborate and share best practice with other evidence and learning colleagues. This role will suit someone with who enjoys analysis, presenting research to others and teamwork. You will need skills to move through the entire research and evidence process from hypothesis development, tool design, data analysis to presentation of findings.

Summary of Key Accountabilities

Research
• Shape the agenda and portfolio for evidencing early action at the Start Network
• Develop research framework and hypotheses to test in the field of anticipation and risk finance
• Undertake desk reviews and literature reviews, assimilating information and conducting landscape analyses
• Design and implement data collection tools for primary data
• Provide support and training
• Deliver research to support mobilising action or investment in anticipatory and risk finance
approaches by organisations or governments
• Oversee and support the project-level evidence collection carried out by colleagues
• Oversee external evaluations, bringing in relevant expertise

Presenting Research Findings
• Produce graphics and visualisations for different audiences
• Produce written articles
• Present findings to a range of stakeholders

Information management
• Establish and maintain information databases
• Manage information and develop ways to track the impact of the Start Network
• Manage the development of data structures

Relationship building and engagement
• Build relationships and collaborate with team members and external stakeholders
• Be on the Start 24/7 weekend roster (on duty once every two months)
• Represent the Start Network externally

The successful candidate will have the following technical skills

. Proven experience in research skills, including literature reviews and data analysis
• Experience of research in international development and/or humanitarian context
• Working knowledge of Microsoft Office, data analysis, graphics, presentation tools and packages
• Experience in questionnaire, survey design, basic statistics
• Familiar with approaches for both quantitative and qualitative data collection and synthesis
