Background The Department for Security and Public Safety (DSPS) of the OSCE Mission in Kosovo (Mission) continues to proactively participate and support the development of the security and public safety sector in Kosovo. In this regard, to ensure the sustainability of progress made by Kosovo Police (KP) the Mission's Police Development and Monitoring Section (PDMS) will continue to provide support to KP in achieving their envisioned objectives set out in the Kosovo Police Training Strategy and Action Plan 2019-2022. The Department has been actively supporting the capacity building and development of the KP in particular the special operation area including special operations unit, first intervention unit, rapid reaction teams, K9, close protection unit and Bomb Squad. The support directed towards these units since 2013 focused on advanced and specialized training on operational management, defensive tactics and high risk arrest, training of trainer in using tonfa (baton), advanced training on K9, close protection and extradition, crowd management and riot control and police response to CBRN etc. In its efforts to improve the KP capacities in performing its functions, and as per the training needs assessment of KP, the Mission will support the agency in building capacities in the operational, investigative and human resources development areas. Moreover, to ensure sustainable capacity building and professional development, DSPS will continue to support the KP at strategic level by offering strategic advice and consultancy on long term and sustainable development. In line with the needs of KP and in line with the objective of the project "a sustainable, accountable and equitable security sector is able to fight crime, ensure public security and protect human rights", PDMS will deliver five (5) days advanced training on use of drones in police operations. The training will target 15 Kosovo Police special operations officers and will be delivered from 12 to 16 July 2021. Requested by the KP, the five (5) days training for KP Specialized Units will focus on providing the participants with operational skills and knowledge in using drones for law enforcement purposes. The training will in particular focus on opportunities, as well as threats from the use of drones by non-official personnel and methods used to counter or neutralize potential threats to safety and security.

  • The five (5) day training will also cover topics such as
  • Legal aspect of usage of drones
  • Usage of drones by law enforcement agencies
  • Search and rescue and traffic accident investigation using drones
  • Usage of drones for evidence gathering
  • Disaster response and usage of police drones
  • Usage of drones for surveillance/crowd control.

Objective

The objective of the training is to equip the KP special operations officers with knowledge and techniques to use drones for legal and legitimate police operations.

The duration of consultancy is 8 working days.

Tasks and Responsibilities

Under the supervision of the Chief of PDMS, the international expert shall:

  • Draft the training methodology and materials in consultation with PDMS and deliver final training agenda, video presentations, PowerPoint presentations, practical exercises and case studies, a pre course evaluation test and a training evaluation questionnaire satisfactorily incorporating the PDMS comments and submit in electronic form to the Chief of PDMS as agreed
  • Conduct Five (5) days of advanced training on use of drones in police operations for 15 KP special operations officers and assist them to identify potential challenges and ways to overcome them t during the training
  • Provide advice on the sustainability of the specialized training programme in the relevant area to the PDMS
  • Produce the final consultancy report and recommendations for further action.

Deliverables

  • By 14 June 2021 submit the draft proposal of training content and methodology to the Chief of PDMS in electronic form
  • By 16 June 2021 prepare the final training content, agenda satisfactorily incorporating the PDMS comments and submit in electronic form to the Chief of PDMSas agreed
  • By 18 June 2021 submit the training material (presentations, practical exercises, case studies and a training evaluation questionnaire) in electronic form to the Chief of PDMS and as agreed
  • From 12 -16 July 2021, deliver five (5) days advanced training on use of drones in police operations for 15 KP special operations officers
  • By 30 July 2021 submit to the Chief of PDMS the final consultancy report including assessment of the participants, the effectiveness of the training materials/methodology, recommendations for further action and the sustainability of the specialized training programme in the relevant area, etc.

Performance Indicators

  • Final training plan, agenda, presentations, practical exercises, case studies and a training evaluation questionnaire submitted to the Chief of PDMS on time and according to the OSCE official templates
  • Training delivered as scheduled/planned in a requested format and of satisfactory quality to the PDMS Chief
  • Positive feedback from the training participants (training evaluation questionnaire)
  • Pre course evaluation test and the training evaluation questionnaire are developed and used prior and after the course
  • The final consultancy report is submitted to the Chief of PDMS on time and of satisfactory quality.

Necessary Qualifications

  • University degree in Criminal Justice, Criminology, Law, Management Studies, Political or Social Sciences or other similar vocational qualification relevant to the topic or graduated from a recognised police academy or police college
  • Minimum ten (10) years of relevant professional experience in the area of police training
  • At least five (5) years' experience on conducting training on the police and law enforcement usage of drones
  • Professional fluency in English
  • Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds and demonstrated gender sensitivity
  • Flexibility, adaptability and the ability to work under pressure and with limited periods.

Remuneration Package

Remuneration will depend on the qualifications and experience of individual experts as well as the detailed work plan to be agreed upon and will be based on the current OSCE consultancy rates.
