Background:
The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The OSCE Secretariat in Vienna assists the Chairpersonship in its activities, and provides operational and administrative support to the field operations, and, as appropriate, to other institutions.

The Conflict Prevention Centre (CPC) plays a key role in supporting and co-ordinating the OSCE's activities in the field, in providing analysis and policy advice to the Secretary General (SG) and the Chairpersonship, in leading work on all aspects of the conflict cycle, and in supporting the various formats dealing with protracted conflicts. The CPC also serves as the focal point in the Secretariat for co-ordinating and developing the OSCE's role in the politico-military dimension.

Within the CPC, the Operations Service covers a broad variety of tasks such as operational planning for the set-up, reorganization and closure of field operations, analysis related to early warning, conflict prevention, crisis management, conflict resolution and post-conflict rehabilitation, lessons learned and best practices, mediation support, operational liaison with other international organizations, and maintaining a 24/7 Situation/Communications Room.

Objective of Assignment:
In September 2017, the Government of Republic of Armenia (RA) and the OSCE agreed on the establishment of the Armenia Co-operation Programme (ACP), following the closure of the OSCE Office in Yerevan. The ACP is an initiative that seeks to support continued project-based collaboration of the OSCE Secretariat and Institutions with Armenia within the framework of their respective mandates across all three OSCE dimensions.

Within the area of support to ongoing reforms in the security and justice sector, strengthening democratic control and oversight of the security sector was identified as a priority by the Armenian authorities in the framework of the ACP. Building on previous efforts of the OSCE Office in Yerevan and informed by a comprehensive needs assessment, conducted by the OSCE Secretariat and ODIHR, an extra-budgetary project on “Strengthening Security Sector Governance in the Republic of Armenia” was developed. The project activities focus on three programmatic areas: (1) policy development and dialogue, (2) awareness-raising and exchange of expertise, and (3) capacity-building for external and internal oversight mechanisms.

Within the third programmatic area, from January 2022 OSCE implements an EU-funded project on Accountable Institutions and Human Rights Protection in Armenia, jointly with UNDP, UNICEF and UNFPA. The project, geared towards supporting the police reform in Armenia, aims, inter alia, at enhancing accountability of the police service within the prospective Ministry of Interior. The latter is envisaged to be established as part of the police reform in the course of 2022-2023.

The OSCE will support the Government of Armenia in setting up a system for effective executive oversight of the police through development of a pertinent institutional model and procedural tools at the level of the Ministry of Interior, including for policy implementation performance, but also for individual complaint and redress mechanisms. Support may also include similar policy advice for internal control within the Police service.

The project, therefore, requires support of international experts with practical experience in developing executive police oversight.

Duration of Assignment:
June 2022 - May 2023

Tasks and Responsibilities:
The expert(s) will be requested to provide advice on matters related to executive oversight of the police. In the period of June 2022 - May 2023 the expert’s assignment may include, in particular:

Written policy advice on relevant comparative international experience regarding mandates and institutional models for police oversight (e.g. overall system of subordination and lines of authority within the Ministry of Interior vis-à-vis the Police Service); Written policy advice on relevant comparative international experience regarding the scope of related functions of the Ministry (e.g. disciplinary procedures, including launching, investigating, imposing sanctions and appeal/redress, HR management matters, including recruitment, vetting, integrity screening, performance management; ways to prevent institutional bias at the same time as ensuring functional independence of the police service); Written policy advice on the nexus between the Ministerial level oversight and internal police control systems and related procedures, as well as on the juncture between internal and external oversight systems; Support to development of Standard Operating Procedures pertaining to internal executive oversight of the police; Participation in on-site discussions with relevant stakeholders, e.g. Ministry of Justice, Police, external oversight bodies; Giving presentations related to areas of expert advice, including by preparation of PowerPoint slides or similar format; Other relevant expert contributions.

Necessary Qualifications:

First-level university degree in Law Enforcement, Law, Security Studies, Public Administration and Policy or related field; Minimum 8 years of progressive professional experience in law enforcement, justice sector or other relevant public administration area; Proven experience in the field of police oversight and control, preferably at mid- to senior level of engagement; Previous experience in developing policy and related procedures is required; Professional fluency in English with excellent communication (both oral and written) skills and report and regulation drafting skills; knowledge of another OSCE language would be an asset; Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities; Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity; Computer literate with practical experience using Microsoft applications.

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
