Under the overall supervision of the Regional Representative and direct supervision and guidance of the Director of Counter Cybercrime Programming (Africa) in the Regional Office for West and Central Africa, the consultant will, with the substantive guidance of the Coordinator of the Cybercrime Global Programme, Organized Crime and Illicit Trafficking Branch (OCB), Division for Treaty Affairs (DTA), perform the following duties:

  • Coordinate training activities in selected countries.
  • Organize and arrange all aspects related to the virtual modality of the training.
  • Design training agendas/curricula on the following topics: digital forensic, OSINT techniques, cybercrime investigations (including ransomware)
  • Deliver training activities on digital forensics, including training on the use of different software to gather, collect and analyze digital evidence (UFED, EnCase, FTK, Oxygen, etc), as requested.
  • Deliver training activities on cybercrime investigations, including training on basic and advance cybercrime investigations, darkweb, ransomware and malware, etc.
  • Deliver training activities on OSINT techniques, including training on the use of free software for investigating crimes on internet, and for gathering and analyzing of digital evidence.
  • Design pre and post tests for each training delivered.
  • Present monthly progress report to UNODC.

Duties and Responsibilities

The UNODC Global Programme on Cybercrime is mandated to assist Member States in their struggle against cyber-related crimes through capacity building and technical assistance. Globally, investigators continue to be challenged by the high speed of data exchange, the involvement of multiple providers, and the nuances necessary to apply traditional legal principles to this globalized crime. The transnational nature of cybercrime, the established involvement of organized crime groups, darknet and cryptomarkets, investigative challenges, the exploitation of cryptocurrencies and local, national and international governance challenges make cybercrime highly relevant to UNODC mandates and experiences. The Global Programme on Cybercrime began capacity building activities in 2017, before having a strategic programme for West Africa in 2019, articulated around training activities for law enforcement, prosecution and the judiciary. The program focuses on specialized knowledge areas, awareness raising activities, and cybercrime prevention methodologies, with a focus on online child sexual exploitation and abuse investigation and prevention. In turn, these programs are implemented through various outputs and activities, including technical and legal advice, capacity building through training activities and procurement, and facilitation of national coordination and international cooperation. These activities include hosting meetings, workshops and conferences, as well as procurement of equipment and resource material in support of program outcomes. The purpose of the assignment is to design and deliver training activities on digital forensics, OSINT techniques, cybercrime investigations (including ransomware) to countries in Africa. Training will be virtual or in presence if COVID situation allows it.

Qualifications/special skills

Academic Qualifications:

  • An advanced university degree (Masters or equivalent) in computer science, digital forensics, information technology, programming, cybersecurity, network security or similar subject is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A PhD computer science, digital forensics, programming, information technology, cybersecurity, network security or similar subject is desirable.

Experience:

  • At least 10 years of relevant professional experience exploiting digital evidence and/or technical expertise in evaluation of electronic devices using specialist software and hardware, teaching, designing and delivering training on cybercrime investigations and digital forensics is required.
  • Experience in supporting/advising/working with national law enforcement agencies on cybercrime investigations and digital forensics is desirable.
  • Previous experience in working for the United Nations and/or other international law enforcement organizations is desirable.
  • Experience in providing technical advice and mentoring is desirable.
  • Experience in interacting with governmental agencies is desirable.
  • Work experience in Africa is desirable.
  • Experience developing and delivering cybercrime and digital forensics training to law enforcement is desirable.

Language:

  • English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge of Portuguese is desirable. Knowledge of another UN language is an advantage.
