• Drafting skills and strong ability to collect, analyze, and communicate information in written/oral formats.
• Strong computer skills - with a preference for ability to use Excel, Powerpoint, Publisher, etc.
• Some knowledge of data base design and management will be an asset.
• Emergency response experience is an asset.
• Workshop/training facilitation skills is desirable.
General background:
Estonia
As of 16 October 2023, Estonia had registered more than 49,720 refugees from Ukraine for temporary protection and there are several thousands of Ukrainians who lived in Estonia already before the war based on various grounds, such as work permits. In addition, more than 2,000 refugees who had left Ukraine prior to 24 February 2022 and were not eligible for temporary protection under Estonian law have been granted subsidiary protection under fast-tracked asylum procedures. Estonia is also a transit country for more than 50,000 Ukrainian citizens who have travelled through the Russian border to reach other EU Member States or return to the government-controlled territories of Ukraine.
Latvia
As of 9 August 2023, more than 49,801 refugees from Ukraine have been registered for temporary protection in Latvia - representing some 2 per cent of the Latvian population. In addition, more than 230,000 citizens of Ukraine have transited Latvia crossing through the Russian or the Belarusian border to reach other EU Member States or return to the government-controlled territories of Ukraine. Since the escalation of hostilities in Ukraine, Latvia indicated its readiness to receive and support refugees fleeing Ukraine. Over the ensuing months, Latvia saw the arrival of tens of thousands of refugees from Ukraine including some who transited through the country and continued towards other countries. The Ukraine refugee situation resulted in Latvia facing the largest influx of refugees in its history.
Lithuania
As of 20 October 2023, 81,742 refugees from Ukraine had been registered for temporary protection in Lithuania, constituting approximately 2.5 per cent of the host country population. This has been and remains the largest inflow of refugees in the history of Lithuania. The Government, civil society and host community have coalesced to work toward a whole-of-society approach to ensuring reception and protection conditions for refugees arriving from Ukraine. Public discourse has been consistently welcoming. The majority of those fleeing Ukraine have arrived in Lithuania through other EU Member States, primarily Poland. Response actors estimate that over 70 per cent of refugees from Ukraine registered for temporary protection have remained in Lithuania.
Coordination.
Since February 2023 UNHCR is supporting the Governments of Estonia, Latvia and Lithuania through the Regional Refugee Response Plans (RRP) for Ukraine, led by UNHCR, and composed of a variety of national and international NGOs. The RRP country chapters for the three countries bring together 38 (Estonia 14, Latvia 14, Lithuania 10) appealing partners -UN agencies, international NGOs and national NGOs - around a common vision/set of strategic objectives to respond to the refugee situation in Estonia, Latvia and Lithuania. This will increase to approximately 50 partners in 2024. The Refugee Coordination Model (RCM) was established in February 2023 to implement the RRP in each of the 3 Baltic countries.
A roving Inter-Agency Coordination Officer, split between the 3 Baltic countries leads the InterAgency team, supporting the implementation of the RCM in each country. The Inter-Agency Coordination contractor will support the Inter-Agency Coordination Officer to review the progress of the 2023 RRP, as well as provide support in consultation, partner selection and planning activities to develop and launch the 2024 RRP by February 2024.
Overall purpose and Scope of Assignment:
The assignment of the individual contractor will be to: 1) Support Inter-Agency Unit with the development of three 2024 Refugee Response Plans for Estonia, Latvia and Lithuania respectively and the official launch of the plans in January 2024; 2) Support the Inter-Agency Unit with providing support to RRP appealing partners in enchancing resouce mobilsation capacities including facilitating oportunties for donor engagement and briefing activities; 3) Support InterAgency Unit to deliver reliable, accessible and user-friendly, relevant, predictable, appropriate and timely information on the inter-agency response, including activities by UNHCR, other UN agencies and NGOs.
