Standard Job DescriptionInter-Agency Coordination Associate Organizational Setting and Work Relationships The Inter-Agency Coordination Associate is a member of the Inter-Agency Coordination Unit. S/he normally reports to the Senior Inter-Agency Coordination Officer. The incumbent receives regular guidance and advice from the supervisor. S/he participates in all meetings/working groups related to the Refugee Coordination Model and Structure to provide support on coordination work on common processes. All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR¿s core values of professionalism, integrity and respect for diversity. Duties - Provide support to the Senior Inter-Agency Coordination Officer (Inter-Sector Working Group and Sector Gender Focal Points Network Coordinator) and bridge between the Inter-Sector and the Sectors/Sub-sectors as well as the Task Forces. - Contribute to the implementation at the Sector/Sub-sectors level of the comprehensive coordination strategies and empowerment of coordination mechanisms in line with the Inter-Sector Coordinator vision, strategy and guidance. - Provide support to the inter-Sector and Sectors/Sub-sectors Coordinators in the preparation of Inter-Sector and Sector/Sub-sectors strategies, work plans, budgets and other planning documents which will feed into the main Regional Refugee Response plan. - Support to optimize complementarity between the Inter-Sector and Sectors/Sub-sectors activities by supporting building on a series of common processes. - Support promoting consistency in coordination standards and capacity between/among Sectors/Sub-sectors. - Ensure cross-cutting issues, including gender equality programming, are properly reflected in Sectors/Sub-sectors activities. - Coordinate, identify, process and elevate relevant topics/issues to Senior Inter-Agency Coordination Officer, referring to UNHCR policy decisions and guidance, when needed. - Coordinate quality, timely and effective support to the Inter-Sector and Sectors/Sub-sectors ensuring at the same time that gender equality and gender with age marker is part of the working/sub-working group¿s agendas and work plans. - Act as the information management focal point for the Sectors/Sub-sectors under responsibility, with duty to collect and compile data on activities, analyse and present information on the sector activities in a concise manner, and support the Inter-Sector and Sector/Sub-Sectors Coordinators in writing of sector specific reports as narratives and info-graphics. - Facilitate the flow of information between the Inter-Sector and Sectors/Sub-sectors, update and maintain the relevant pages at the UNHCR information sharing portal and other support coordination tools of Inter-Sector and Sectors/Sub-Sectors, including the calendar of meetings, uploading of documents, updating sector relevant information and member information. - Support the Inter-Sector and Sectors/Sub-sectors coordinators in organizing presentations, events, workshops, trainings in line with Inter-Sector and Sector//Sub-sectors work-plans and strategies. - Encourage consistency on Inter-Sector and Sectors/Sub-sectors coordination standards, minimize duplication and develop synergies between Inter-Sector and Sectors/Sub-sectors. - Perform other related duties as required. Desirable Solid experience in humanitarian coordination (including but not limited to interagency coordination) is an asset. Emergency response experience is an asset. Previous experience in intersectorial collaboration is an asset. Strong computer skills ¿ with a preference for ability to use Excel, Powerpoint, Publisher, etc. Some knowledge of data base design and management will be an asset. Desired Candidate Profile Applicants should possess strong coordination and communication skills. They need to be able to initiate and manage contacts with a wide range of stakeholders, showing a strong sense of diplomacy, and be good networkers. Applicants will be expected to stay abreast of the coordination dynamics in main humanitarian fora.

Applicants should be able to draft and translate reports and correspondence in and between Polish and English.

Previous experience in humanitarian work is a plus, and notably understanding of refugee matters and previous exposure to humanitarian coordination mechanisms.

Operational context

Occupational Safety and Health Considerations:

Nature of Position

Poland’s eastern borders with Belarus, the Russian Federation and Ukraine serve as the European Union’s external boundaries. The country currently hosts over 1 million refugees from Ukraine, in addition to a smaller number of asylum seekers and refugees from different countries.

UNHCR has been in Poland for 30 years (since 1992), working with national authorities on refugee-related matters. With the Ukraine emergency, UNHCR has substantially scaled up its presence and operations. It currently has a Country Office and Frontex Liaison Office in Warsaw, three Field Offices in Warsaw, Rzeszow and Lublin and one Sub-Office in Krakow, with a workforce of nearly 130 national and international staff.

The overarching principles guiding UNHCR’s strategy in Poland include: i) localization and centrality of protection, ii) strengthening national systems, avoiding duplication and rationalizing the Refugee Coordination Model (RCM) so that it serves the purpose efficiently and iii) capitalizing on the Global Compact for Refugees (GCR) paradigms to advance the rights of refugees and stateless persons in Poland.

As the UN-mandated agency to provide international protection to refugees, UNHCR leads the refugee coordination structure in support of the Government-led response, with the aim to complement, support and strengthen the national response to the refugee crisis, along with ensuring no duplication of interventions and complementarity of action.

The Inter-Agency Coordination Associate is part of a small team based in UNHCR’s Country Office in Warsaw, closely cooperating with UNHCR sub and field offices in Poland. UNHCR leads the inter-agency efforts, under the Poland chapter of the Regional Refugee Response Plan (RRP), which currently includes over 80 partner organizations, the majority Polish NGOs.

The incumbent will support the Senior Inter-Agency Coordination Officer, engaging with multiple stakeholders such as Government counterparts, United Nations entities, NGOs, the Red Cross and Red Crescent Movement, as well as the NGO Forum.

Tasks include for instance the organisation of meetings and events, as well as the collection and presentation of information on aspects of the humanitarian response from multiple counterparts.
