Integration Associate

Organizational Setting and Work Relationships

The Integration Associate will be supervised by a Senior Officer or Head of the Office or the Representative who provides guidance and general outline of assignments to be performed independently. S/he will work closely with the Integration Officer and other protection staff in HQ, Multi-Country or Country Office depending on the office setup.
In close cooperation with the supervisor, the main functions of the incumbent are to provide advice to the authorities, civil society and other stakeholders and facilitate the development of required policy and program interventions that support the integration of refugees in the country in line with relevant policies and guidance.
The Integration Associate will facilitate the establishment of mechanisms monitoring the implementation of integration-related activities and the coordination and cooperation among key stakeholders at local, regional and national levels in addressing gaps in policy and service provision.

Duties
- Work with the authorities and NGOs to identify strategies, develop services and implement specific actions that assist refugees, including resettled refugees to integrate.
- Map key gaps/issues and problem areas in the area of integration that require urgent attention and will support required interventions through facilitating the development of specific services or referral and support mechanisms helping refugees to make use of mainstream social policies.
- Liaise with and provide guidance and advice to government authorities, NGOs, refugee community groups, local municipalities and volunteer groups in connection with the establishment and improvement of integration services.
- Facilitate capacity building; training activities and provision of other support through for example bilateral arrangements involving other countries in close consultation with the supervisor
- Facilitate the establishment and operation of integration related networks at local, regional or national levels and the cooperation of focal points for integration among key providers either at local, regional or national levels.
- Take all necessary steps to ensure consistency of approach in the integration of resettled refugees and persons recognised as refugees in the country of assignment.
- Follow up all administrative tasks and logistical arrangements correctly and according to protection standards.
- Report on activities and follow up on legal, social and protection aspects of the integration of refugees.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate ProfileThe Integration Associate will work under the leadership of the UNHCR Representative and the supervision of the Senior Protection Officer of the Bulgaria operation. The Integration Associate will support the operation by handling integration and socio-economic inclusion of refugees and stateless population. This involves participatory assessment with the beneficiaries and taking into account their challenges and solutions they identify as well as collaborating with the national and local authorities taking into account their challenges within the political context and in the face of legal and administrative constraints. The ideal candidate should have a previous experience/ knowledge working with refugees and mixed populations and familiarity with the operational context.
In addition to the functional skills listed in the job description, this position requires a candidate with good liaison skills, and strong interpersonal, negotiation, communication, and diplomacy skills. Incumbent will be required to liaise with relevant government and officials, local authorities, Non-Governmental Organizations, refugee communities and other relevant actors. The applicant would also require strong analytical skills to identify and address protection and integration challenges faced by refugees. The candidate should have good time management and prioritization skills, and should be committed to continuous learning, including through feedback.

Fluency in both Bulgarian and English languages is required. Preferably, the candidate must be the national of Bulgaria.

Remuneration: In case of appointment, a competitive compensation and benefits package is offered.

Benefits:
Annual leave: UNHCR staff members holding a temporary appointment will accrue annual leave at the rate of 1.5 working days for each full calendar month of service (i.e. 18 working days per year).

Pension system: Staff members holding a temporary appointment will become participants in the United Nations Joint Staff Pension Fund (UNJSPF).

Health insurance plan: Locally recruited staff members in Bulgaria will be enrolled in the Medical Insurance Plan (MIP). Coverage is also optionally available for eligible family members.
