Organizational Context

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of UNIDO, as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013 as well as the Abu Dhabi Declaration adopted at the eighteenth session of UNIDO General Conference in 2019, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Divisions/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

Under the overall direction of the Director General, and in close collaboration with all relevant organizational entities within UNIDO, the Directorate of Global Partnerships and External Relations (GLO), headed by a Managing Director, is responsible for UNIDO's relations with Member States and all external partners, including through the policymaking organs. It plays a central role for interaction and collaboration with traditional and non-traditional donors; oversees the regional bureaus as well as the network of established field offices, liaison offices and Investment and Technology Promotion Offices.

The position is located under the UNIDO Country Office in Algeria (GLO/RFO/FLD/ARB/ALG) and under the supervision of the UNIDO Country Representative (UCR). The UNIDO Country Office has the following functions:

• Represent UNIDO in the field and maintain close relations with the Government, stakeholders, development partners, donors and the United Nations Resident Coordinator as well as their office to promote the Organization’s mandate and serve as the main conduit for communication.

• Represent UNIDO and play an active role in the UNCT, including coordinating, monitoring and reporting on UNIDO’s contributions to the CCA and the UNSDCF as well as the participation in formulation of joint programmes and in joint fundraising activities with the expertise from the Organization’s TC functions.

• Represent UNIDO in selected sub-regional bodies and commissions and exercise strategic and programmatic leadership to identify common and sub-regional and trans-border priorities, including supporting sub-regional interventions.

• Contribute to the development, operationalization and promotion of regional and sub-regional strategies and approaches.

• Contribute to UNIDO’s work in other countries, in particular for South-South and triangular cooperation in close cooperation with the Regional Bureaus and SPP/SSC.

• Contribute to the substantive work in regional- and other cross-organizational teams with their expertise, including assignments in countries other than the country of coverage.

• Support the development of country programming documents such as UNSDCF, CCA, PCP or other documents upon request and in line with regional strategies and approaches.

• Identify and assess national industrial development trends and needs as well as donor priorities to support UNIDO’s resource mobilization and project and programme development cycle.

• Contribute to funds mobilization for projects and initiatives in the field.

• Monitor industrial policy design and implementation in host country and in countries of coverage, in collaboration with SPP/IPS.

• Contribute to and/or lead the development and implementation of TC activities.

• Monitor TC activities for programme results at the ground level and maintain oversight of all project personnel in the host country and in countries of coverage, in coordination with the respective project managers and SPP/SPM.

• In coordination with project managers and upon request, undertake on-site project visits to monitor project and programme progress and to engage with donors and stakeholders.

• Manage the financial and human resources of the office, including security and safety of personnel and their eligible dependents as well as the protection of UNIDO assets, property and information in countries of coverage.

• Prepare contingency plans in line with recommendations from the United Nations Department for Safety and Security (UNDSS) Designated Official, in collaboration with COR.

• Develop results-oriented gender mainstreamed yearly business plans; periodically report on the progress of these business plans.

• Support the organization of high-level missions to the country and UNIDO personnel on missions in the country, or in countries of coverage as requested.

• Ensure UNIDO’s concise and timely reporting to UN INFO, with input from project manager.

• Advocate and highlight the relevance and work of the Organization and ensure the dissemination of UNIDO communications and media content to governments and stakeholders in cooperation with the respective Sub-regional Office, Regional Bureau, and ODG/CCM.

At the L3 level, the incumbent is expected to deliver: (a) work from a seasoned analyst; (b) in creating an enabling environment for work which is solid and anchored to achieving results; (c) in building relationships which contributes to relationship management and (d) in achieving results within a professional team. The measure of success is in consistent and dependable delivery of results.

The UNIDO Staff Performance Management System reinforces the collaboration within formal units as well as among cross-functional teams. In this context, the incumbent collaborates with his/her supervisor and colleagues, within as well as outside the unit. Within the formal teams, the incumbent may be expected to backstop other team members as required.

Staff members are subject to the authority of the Director-General and in this context all staff are expected to serve in any assignment and duty station as determined by the needs of the Organization.

  1. Project/Programme Context

    The project entitled “Support programme for Algeria's transition to a green and circular economy” (180115) will contribute to the efforts of the Government of Algeria to effectively transition the country towards a greener, more diversified and inclusive economy through the promotion of sustainable consumption and production (SCP) and circular practices. The initiative, funded by the European Union, will be executed by UNIDO in collaboration with the French Development Agency (AFD in French) and the Ministry of Industries and Pharmaceutical Production (MIPP) of Algeria.

    The project will engage a wide range of actors in its activities from public and private sectors, such as micro, small and medium enterprises (MSMEs), government entities, service providers, academia and finance institutions, to ensure ownership at a national level as well as a better understanding of the benefits of integrating green approaches and tools into the economy.

    The project will contribute to the strengthening of Algerian institutions for the development of an ecosystem that promotes SCP patterns and resource efficient, clearer production (RECP) practices; improvement of competitiveness of enterprises through efficient use of resources; and the development of green entrepreneurship and innovative start-ups in the field of green economy.

    The incumbent will collaborate with colleagues within as well as outside the office and as applicable with UNIDO colleagues worldwide, and backup team members as needed.

    1. Responsibilities

      The Industrial Development Expert works under the overall guidance of the Director, Department of GLO/RFO; the direct supervision of the UCR and in close collaboration with the colleagues to support the mandate of the Arab bureau. She/he will be responsible for providing technical support to the smooth and timely execution of projects and be accountable for the achievement of project results as/if assigned. Specific responsibilities include but are not limited to:

      • Responsible for supporting the Project Manager in the management, coordination, and effective implementation of the project:
        1. Prepare necessary inputs (work plans, consultant job descriptions, terms of reference, training arrangements, equipment specifications, etc.),
        2. Participate in oversight meetings in the field and at headquarters and assist the Evaluation Group in its evaluations of projects/programmes.
        3. Coordinate project communication and knowledge management activities.
          • Supervise and coordinate the work of project consultants, partners, and sub-contractors; assume responsibility for the provision of project implementation services ensuring that assigned inputs are delivered on time at the right level of quality and within the allocated budget.
          • Responsible for project-related tasks in enterprise resource planning: review reports.
          • Monitor progress and expenditures, prepare financial forecasts, budget revisions and support the preparation of technical and financial reports, including missions to project sites.
          • Facilitate interactions with internal and external departments, manage external relations by maintaining close relationships with all stakeholders involved in the project, including government institutions and international entities, locally-based donor institutions, international financial institutions, and regional development banks, the private sector, civil society, and academia to establish collaborations and synergy :
            1. Act as a focal point for project donors, government, and non-government partners; present the project, its progress, and results to donors and partners, liaise with the Steering Committee members, and ensure timely provision of reports to donors and government.
            2. Liaise with locally based bilateral and multilateral donors, relevant development agencies, international financial institutions, and regional development banks to discuss opportunities to collaborate.
              • Contribute to planning funds mobilization strategies and cooperate with other units in-house in mobilizing the funds necessary for project and program implementation.
              • Assist in the preparation for UNIDO's global forum activities (conferences, seminars, expert group meetings, etc.) related to the project and in their running; prepare technical papers or other inputs for project related seminars, conferences, expert group meetings, etc.
              • Keep abreast of technical and economic developments in fields of green entrepreneurship and circular economy through close contacts with specialized institutions and industry representatives, following the technical press, market developments and trends.
              • Perform other related duties and assignments as required by the Project Manager, Chief of the Arab Bureau or Director of the Division.
