ADVERT - Communication Consultant (national) to support advocacy for the mitigation of negative socioeconomic impacts of COVID-19.

Background:

Given the unfolding socioeconomic impact of COVID-19 on the life of Maldivian families and children, UNICEF is keen to support the national partners with the mitigation of these effects and to ensure the sustainability of the developmental gains Maldives achieved over the years.

Purpose and Objectives:

The overall objective of the assignment is to advocate for the mitigation of negative socioeconomic impacts of COVID-19 on the different segments of the population with focus on children and the disadvantaged.

Major Tasks:

Support UNICEF and partners’ efforts to develop targeted messages addressing the socioeconomic effects of COVID-19 on the Maldivian society, to:

Take part in the UNICEF’s assessment of the socioeconomic impact of COVID-19 on the different segments of the population in the Maldives, with special focus on children and the disadvantaged communities, In consultation with the program team and management, develop a costed, advocacy and communication plan for the mitigation of the socioeconomic impacts of COVID-19 on children and vulnerable people, In consultation with UNICEF program staff and partners, develop new messages as well as adapt UNICEF global and regional messages to address the identified issues, Identify the target groups UNICEF and partners should address to mitigate the negative effects of COVID-19. The targeting should include rights holders and duty bearers including policy makers, legislators, local authorities, community leaders, thoughts leaders, the media, parents, teachers, care workers, and children, Identify potential influential individuals to deliver the messages using multiple channels and forms of messaging and communication, Identify potential producers of text, audio, and audio-visual messages for UNICEF and partners to hire, Develop a monitoring and reporting system for assessing the reach and impact of the messages and the collect data regularly, Prepare regular reports on the impact of the messages and share with the program team and management.

Deliverables:

Bi-weekly progress reports focusing on all the inputs provided to major tasks of the assignment. A costed advocacy and communication plan. Well designed and articulated messages, for specific groups of audiences, channels and forms of messaging and specifications on monitoring/reporting.

Duration of assignment: An initial three months, extendable depending on need and funding.

Duty station: Male’ / Maldives

Supervisor: Under the overall guidance of the Representative, the consultant will report to the Communication for Development Officer.

Qualifications or specialized knowledge and/or experience required:

Education: A master’s degree in communication or a relevant social study. Work experience: a minimum of 5 years of experience in Communication for Development, and/or communication and message designing. Languages: Proficiency in both English and Dhivehi, oral and written.
