  Under the overall guidance of the Assistant Resident Representative and the direct supervision of the Operations Manager, the ICT Associate provides ICT services, implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The ICT Support Associate promotes a client-oriented approach.    The ICT Associate works in close collaboration with the Programme and Operations teams in the MCO and UNDP HQ staff for resolving complex ICT-related issues, collaborates with Regional ICT Officers, Regional Bureau ICT Managers, ICT Managers and other ICT Staff.    The ICT Associate plays a crucial role in the Multi-Country Office (MCO) as reliance on digital technology continues to increase in all office operations, projects, and programme deliveries. ICT drives UNDP’s digital transformation efforts in the MCO to better enable, leverage and deploy technology solutions that help the MCO implement new ways of doing business to work smarter and more efficiently, and ultimately to improve the way it provides value to UNDP partners, stakeholders, and beneficiaries.    UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
  Duties and Responsibilities

Ensures implementation of ICT strategies and introduction/implementation of new technologies,
focusing on achievement of the following results:

Compliance with corporate information management and technology standards, guidelines and
procedures for the MCO technology environment. Participation in development and implementation of ICT annual plan and Standard Operating
Procedures in ICT services. Maintain the measures in place for business continuity and disaster
recovery processes and procedures. Provide support to use of ERP functionality for improved business results and improved client
services. Act as ERP focal point to support updating of ERP profiles for the MCO staff members. Conduct market research and analysis and provide support in introducing new technology for
MCO system updating and improvement. Provide advice on and assistance in procurement of new ICT equipment for the CO and projects;
and provide technical specifications and information on best options in both local and
international markets. Review quotations and bids. Provide ICT support for key events.

Ensures effective functioning of the CO hardware and software packages, focusing on the achievement of the following results: 

Support effective functioning (installation, operation and maintenance) of all UNDP hardware equipment and acquisition of hardware supplies.  Perform specific technical functions, including changing of hardware electronic components (disks, network wiring, power sources, etc.) and routine repairs. Installation of commercial software and related upgrades, anti-virus programs on a timely basis.  Regular audit of staff equipment to ensure compliance with corporate standards and procedures. Ensures efficient networks administration, focusing on achievement of the following results:  Monitoring of the network connection daily to ensure a stable and responsive network environment.  Maintenance of local LAN/WAN to ensure highest level of security and data throughput  Monitoring of corporate software PBX server and soft phone system for efficient service delivery to all clients  Troubleshooting and monitoring of network issues to ensure that the UNDP computers and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks.  Maintenance of up-to-date parameters of information for the network clients including responding to user needs and questions regarding network access.  Networks administration support to other UN agencies as required and preparation of bills for cost recovery for the service provided.  Management and maintenance of corporate VLAN networks.  Management of virtual servers using VMware ESXi.  Management of Cisco Unified Communication.  Liaising with external service providers for Internet, mobile and other technology services.  Maintain up-to-date parameters of information for the network clients and electronic mail.  Trouble-shoot and monitor network problems.  Maintain an up-to-date inventory and stock of supplies and spare parts in cooperation with the Administration and Procurement Teams. Provides web management services, focusing on achievement of the following results:  Support to the maintenance of the CO websites and Intranet. Provide backstopping to website/intranet communications focal point.  Troubleshooting and monitoring of websites for UNDP and other UN agencies upon request and preparation of bills for cost recovery for the service provided. Provides administrative support, focusing on achievement of the following results:  Provision of advice on and assistance in procurement of new ICT equipment for the CO and projects. This is to include but limited to the provision of technical specifications and information on best options in both local and international markets, review of quotations and bids  Provision of ICT advisory service to senior management, core and project staff, as necessary  Maintenance of an up-to-date asset inventory of the software and hardware, and other office electrical items.  Ensure transfer and retention of relevant data for all staff exiting the organisation.  Maintenance of a library of ICT related reference materials.  Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Administration and Procurement Teams.  Provision of ICT support to key events.  Act as physical asset inventory checker for the CO.  Other tasks of CO administration as required. Ensures facilitation of knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:  Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.  Participation in the organization of training for the CO staff on ICT resources.  Maintenance of staff training profiles.  Synthesis of lessons learned and best practices in ICT.  Sound contributions to knowledge networks and communities of practice.   Impact and Results   The key results have an impact on the overall efficiency of the Multi-Country Office including improved business results and client services. Apply practical innovations to solve cybersecurity problems. Capability to keep UNDP systems and data safe. Knowledge of ISO 27001 principles. CSSIP, CSIM, CISA or equivalent certification desirable.  IT Continuity and Disaster Recovery: Ability to advise on IT continuity and disaster recovery. Knowledge of ISO 22301 an asset. IT Customer Support Ability to support l customers on IT related issues and generate and contribute to continuous improvement processes to deliver a great user experience. Knowledge of ISO 9001 desirable. ITIL certification or similar is desirable.  Network, Communication and Infrastructure Management: Ability to develop/integrate/operate/manage IT network, communications, Cloud or on-premise infrastructure, and new technologies like IoT. Cisco CCIE CCNP or similar is desirable.  IT Research and Development: Regular following new technologies and technical trends, research the technologies that are applicable and beneficial to the organization and develop the systems.  Procurement  Sourcing: Ability to find, evaluate and engage suppliers of goods and services.  Business Direction & Strategy  Strategic Thinking: Ability to develop effective strategies and prioritized plans in line with UNDP‘s objectives, based on the systemic analysis of challenges, potential risks and opportunities; linking the vision to reality on the ground, and creating tangible solutions.  Ability to leverage learning from a variety of sources to anticipate and respond to future trends; to demonstrate foresight in order to model what future developments and possible ways forward look like for UNDP Business Acumen  Ability to use objective problem analysis and judgement to understand how interrelated elements coexist within an overall process or system, and to consider how altering one element can impact on other parts of the system   Required Skills and Experience   Education: Secondary education is required with formal training in IT systems, business software and/or web based applications. A university degree in Information Technology, Information Management, Telecommunications,
Computer Science, or an equivalent field will be given due consideration, but it is not a requirement. Certifications in CCNA, MSCA, MSCE, and/or MCP are an asset. Experience:
Minimum of 6 years (with secondary education) or at least 3 years (with bachelor’s degree) of relevant
experience, including network administration, management of hardware and software platforms,
telecommunications facilities, knowledge of Windows-based packages/applications.
