Organizational Background The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the International Monitoring System (IMS) Division that applies engineering and science to develop and operate measurement stations around the world and to receive, process and disseminate the data collected by these stations as well as related analysis products.

Reporting Lines

Under the guidance of the Project Manager - Acoustic and overall supervision of Chief, Engineering and Development Section, to: : Duties and Responsibilties

  • Identify, plan and execute projects and provide engineering solutions in support of the installation, testing, operation and maintenance of the hydroacoustic component of the International Monitoring System (IMS);
  • Provide scientific and technical advice as required, on matters relating to the establishment and operation of the hydroacoustic component of the IMS; prepare information and background material on hydroacoustic Treaty verification;
  • Establish and oversee contractual arrangements and agreements with designated institutions in host countries and other entities (e.g. contractors) for services required to install, repair and upgrade hydroacoustic stations;
  • Prepare hydroacoustic stations for certification; establish procedures for their reliable operation and maintenance;
  • Contribute to performance standards for hydroacoustic stations. In collaboration with the International Data Centre evaluate station performance and data quality; identify and implement solutions to optimize performance;
  • Provide training services as required;
  • Perform other duties as assigned.

Education

  • An advanced university degree in hydroacoustics, ocean engineering, marine geophysics, or a closely related field.

Work Experience and Qualifications

  • At least seven (7) years of progressively responsible experience at the national or international level, preferably two years of which should have been in an international environment, in the field of hydroacoustics or ocean engineering;
  • Experience in sea-going operations, maritime engineering and hydroacoustic equipment operation and sustainment is essential;
  • Experience in quality control methods and contract oversight, preferably regarding hydroacoustic data is essential;
  • Experience with data acquisition systems, data processing tools is essential;
  • Experience in organizing and presenting in international workshops and conferences is required;
  • Experience in providing scientific and technical advice, including experience in complex international organizations is required;
  • Experience with UNIX-based computer systems and MATLAB is desirable;
  • Experience with programming languages is desirable;
  • Sound level of judgement, responsibility and initiative is required.

Languages

  • Excellent written and oral communication skills in English are essential.
  • Working knowledge of other official CTBTO languages is desirable.

Remuneration: CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
