A joint project of UNFPA, UNDP and OHCHR has been developed entitled “Promoting peace and social cohesion through provision of mental health and psychosocial well-being of SGBV survivors in The Gambia”.

The national human rights officer will assist to implement the project. The main goal of this project is to contribute to peacebuilding and social cohesion by reducing the short- and long-lasting impact of GBV on the mental health and psychosocial wellbeing of survivors, their families, and communities, while aiming at a long-term, societal change of attitude towards SGBV survivors.

The project will address the impact of SGBV by promoting and protecting the mental health and psychosocial wellbeing of survivors through provision of services, community engagement, knowledge sharing and learning, and strengthening institutional efforts and capacities (local and national) to address SGBV and promote mental health.

The project will integrate Mental Health Psychosocial Support Services (MHPSS) as part of the justice systems to enable survivors who would be testifying before a court have access to MHPSS in reducing stress and other potentially negative impacts of hearings and other interactions with justice sector officials.

The project will contribute to peacebuilding and social cohesion by reducing the short- and long-lasting impact of GBV on the mental health and psychosocial wellbeing of survivors, their families, and communities. Interventions are designed and will be implemented to do no harm, and to mitigate against harm by project actors.

Attention will be paid to addressing stigma-related concerns SGBV survivors face in accessing and participating in justice processes, as well as improving community reintegration. This project will also adopt a community-based approach in building resilient communities and foster sustainable peace, by strengthening the capacity of local dispute resolution mechanisms to be more inclusive, participatory, representational, transparent, and accountable.

Finally, project interventions will strike a balance between community sensitization, including availability of services for survivors, capacity building for a wide array of relevant actors, and increase opportunities for concrete solutions for economic empowerment, through community driven skill transfer GBV survivors, designed to create alternative livelihood and diversification of economic options without exposing SGBV survivors to prejudice and harm. Duties and Responsibilities   Under the supervision and guidance of the Human Rights Officer (P4), provide strategic, analytical and technical support in the overall management of the project and day-to-day implementation of project activities and provide capacity building expertise aimed supporting the  transitional justice process.  

Summary of Key Functions:

Provide strategic, analytical, technical support in the overall management of the project and day-to-day implementation of project activities and provide capacity-building; Monitor and report on the human rights situation in The Gambia; Contribute to resource mobilization efforts for human rights component of the project; Provide top-quality policy advisory services to the Government and facilitation of knowledge building and management.   

1. Provide strategic, analytical, technical support in the overall management of the project and day-to-day implementation of project activities and provide capacity-building:

Provide strategic, analytical, technical support to the implementation of the project’s; Ensure human rights advocacy, HRBA mainstreaming, treaty body interaction, human rights research and analysis; Contribute to the identification of emerging and evolving trends of human rights concerns and violations as well as response and capacity gaps, and assist in the development of a strategy to respond to the situation; Provide input and advice on human rights issues as relevant.

2. Monitor and report on the human rights situation in The Gambia;

Drafting regular project progress report and exchange on a regular basis with the OHCHR West Africa Regional; Research, collect, document and analyse information pertaining to the human rights situation in The Gambia; Contribute to the identification of emerging and evolving trends of human rights concerns and violations as well as response and capacity gaps.

3. Contribute to resource mobilization efforts for human rights component of the project;

Establish strong relationships with counterparts in the framework of the project; Establish strong relationships with civil society actors and human rights defenders;  Support in developing reporting formats to assess, monitor and measure outcomes, outputs and impact of human rights work supported by the UN;  Drafting of progress reports (narrative and financial), updates and communication messaging on the project including online, social media and others as requested by the Human Rights Officer (P4) or the OHCHR Regional Representative;  Engage in dialogue and carry out advocacy with relevant national authorities (civil and military), civil society organizations, the United Nations Country Team members and other international actors and stakeholders on human rights promotion and protection with a view to ensuring respect for human rights obligations.

4. Provide top-quality policy advisory services and facilitation of knowledge building and management

Provision of knowledge building and management expertise to the Project activities, including long term institutional education, specialized training, and interaction with key human rights partners;
