Tetra Tech International Development Services is currently accepting expressions of interest from qualified candidates for an HR Manager position on an anticipated USAID-funded Regional Disaster Assistance Program (RDAP) in Latin America and the Caribbean (LAC). RDAP’s primary objective is to build disaster management and risk reduction capacity to improve the ability of host nations and regional entities to effectively respond to disasters, reducing the human consequences of disasters and the need for U.S. government assistance. In LAC, USAID’s Bureau for Humanitarian Assistance (BHA) office provides support to risk management programs through its regional office in San Jose, Costa Rica.

Position Description: Supports the recruitment of all staff to ensure compliance with international labor laws in the LAC region and USAID/Tetra Tech policies. Assists with monthly payroll. Provides administrative support to manage personnel, consultant records, files, and insurance and other benefits. Keeps record of staff attendance, leave, and control of accounts receivable. Issues contracts for staff and consultants. This position is based out of San Jose, Costa Rica.

Responsibilities: *Ensure compliance with relevant legal norms related human resources management.
*Compliance with the rules of USAID and home office (Tetra Tech) in relation to the selection and linking of personnel.
*Main liaison Program staff on matters relevant to human resources.
*Monthly payroll review.
*Control of vacation registration of employees.
*Ensure that all employees from the beginning of their contract are linked to social security entities, by preparing the relevant documentation.
*Provide direct assistance in recruitment and hiring processes of personnel in the Program (long-term personal sea or short-term consultants).
*Agreements in accordance with local standards, practices and policies of Tetra Tech, and within the USAID regulations established in the contract.
*Maintenance of personal assistance records through time sheets; obtain supporting documents for vacation registration; absences due to illness and emergencies; and unpaid absences.
*Ensure that the processes of recruitment, hiring, evaluation and administration of the Program's personnel in the regional offices meet all the requirements of local, USAID and Tetra Tech regulations.
*Train Program staff (when necessary) on matters relevant to human resources.
*Ensure the proper administration related to personal histories, timely payments of social benefits and severance payments.

Qualifications: *MA degree preferred or BA degree in HR, organizational development, or relevant field is required. Relevant fields include but are not limited to Business Management, social sciences, psychology;
*Minimum of 5 years of experience with MA degree or 7 years with BA degree in human resources management and organizational development, or similar fields.
*Minimum 5 years of experience in a similar type role on a donor-funded project;
*Expert in relevant labor regulations and knowledge of USAID standards.
*Systems knowledge and management of MSOffice tools.
*Knowledge and application of labor legislation standards.
*Experience with the general relevant Social Security systems.
*Knowledge and management of affiliation to the general systems in ARP, Health and Pension.
*Excellent interpersonal and leadership skills;
*Spoken and written fluency in English and Spanish.
*Candidates must be able to legally work in Costa Rica.
