The United Nations University Vice-Rectorate in Europe (UNU-ViE), established in 2007, is one of two Vice-Rectorates and the only one located outside Japan. UNU-ViE seeks to strengthen the presence of UNU in Europe and supports the worldwide institutional development of UNU by facilitating collaboration across UNU and the UN, and sharing knowledge and expertise through the development of joint activities and projects. Responsibilities

Under the overall guidance and supervision of the Finance and Administrative Officer, the HR Associate is accountable for HR service provision, transactions, and advice to internal clients on the full HR life cycle administration. The incumbent establishes internal procedures, interprets, and applies UNU policies, procedures, and guidelines, provides solutions to a wide spectrum of complex HR administrative issues, and where necessary monitors compliance with the UNU Personnel Policy and UN Staff a Regulations and Rules as appropriate.

The HR Associate works in close collaboration with UNU Chief of Human Resources, UNU Centre Human Resources, UNU HR Focal Points, and UNDP/GSSU in Copenhagen for resolving complex HR-related issues and information exchange. In addition, the HR Associate liaises with the host country/local authorities and supervises the HR Team.

1) Provides support to the administration and implementation of HR strategies and policies, adapts processes and procedures focusing on achievement of the following results:

Monitors compliance of HR activities within UNU Personnel Policy, UN Staff Regulations and Rules, UNU HR policies and procedures, effective implementation, and proper functioning of the HR management systems; Provides advice, support and recommendations to management and personnel on changes, implementation and application of HR regulations, rules, policies, procedures, and entitlements. This also includes HR matters such as review of job descriptions, classification of positions, promotions, and determination of level on the salary scale etc.; Conducts research on a range of HR related issues (precedents, local policy rulings and procedures) and prepares recommendations and reports as needed; andActs as the knowledge leader for all personnel areas including Fixed Term Appointments, Personal Service Agreements, and Consultant Contracts. Identify the areas of possible harmonization of various HR policies and regulations based on best practices within and outside of UNU

2) Provides HR administrative services in the field of recruitment, onboarding, benefits, and entitlements focusing on achievement of the following results:

Provides advice on the interpretation and application of HR policies, rules and regulations related to recruitment and staffing; Organizes personnel recruitment, contract extension and separation processes, facilitates recruitment processes and vacancy announcements, documents panel recommendations, prepares submission to the Rector, the Director, and to the Central Review Board or Panel;Monitors integrity of the processes and understands the connection between HR and financial management;Manage consultants hiring processes, and oversight of contract management function; Manage monthly PSA payroll instructions, and payments pertaining to consultants and interns; Drives and initiates recruitment outreach activities to improve the quality of candidates and their diversity; Contributes to positive candidate experience through timely and appropriate communications; andFully briefs and supports personnel in the HR onboarding process.Continuously review the HR operational processes to identify the areas of improvements to increase the operational efficiency

3) Coordinates personnel performance management, supports knowledge building and knowledge sharing at the Institute:

Provides staff and management training and advice on the performance management process and monitors Institute-wide compliance;Develops, organizes, and provides training/briefing sessions on HR topics;Acts as HR leave focal point, trains personnel on absence management module, and guides Leave Monitor in assisting personnel who have questions on leave and providing attendance related reports;Monitors completion of mandatory courses; andMaintains assigned information and knowledge products on intranet page/SharePoint for HR.

4) Provides other HR services focusing on the following:

Acts as knowledge leader on personnel matters with host country/local authorities; Advises and informs personnel on UNU health insurances (FTA, PSA and CTC);Issuance of employment certificates and attestations requested by personnel; Member of various task forcesBecome a subject matter expert within the UNU HR community for certain HR topics.

5) Ensures agreed service levels in People Operations team through appropriate leadership, supervisory, planning, development, coordination, implementation, and monitoring actions:

In consultation with the supervisor, EHS management team, EHS HR team, and UNU HR, responsible forthe overall planning, implementation, and monitoring of the HR team’s work plan.Develops, monitors the team’s key performance indicators (KPI), performance goals.Supervises, coaches and mentors team members, and provides regular feedback and guidance;Ensures timely performance assessments and identifies annual learning and development needs; andDistributes workload in line with the needs of UNU-EHS’s HR portfolio.; and Back-stops team members during absences or peak workloads.

6) Act as alternate security focal point:

Provision of necessary support and information to UN Campus security and UNDSS Brussels related to UNU-Bonn;Coordination and communication of security advisories and requests to UNU-Bonn All Staff;

7) Perform other duties as assigned by supervisor

Qualifications

Education and certification

A Bachelors’ Degree in Human Resources, Business Administration, Psychology or related field, or completion of secondary education with two years of additional experience in lieu of a bachelor’s degree.

Experience

Required

At least five (5) years of progressively responsible experience in human resources, preferably in an international organization.Demonstrated ability to cover all areas of human resources from recruitment and onboarding to performance management, training, and career development through to leave monitoring and separation.Knowledge of HR policies and their application in the employment life cycle.Demonstrated performance in delivering solutions-oriented client service that meets the needs of the clients.Ability to work under minimal supervision and with a high level of resilienceStrong analytical skills, meticulous attention to detail, process oriented and mastery of current office software. Proven organizational skills and ability to take initiative, prioritize and deliver results in a fast-paced environment.Proven ability to handle sensitive and confidential information.Knowledge of an Enterprise Resource Planning (ERP) system (preferably Oracle/PeopleSoft) would be an asset.UN working experience is desirable. Excellent team player with strong communication and interpersonal skills, and ability to work in a multi-cultural, multi-ethnic
environment with sensitivity and respect for diversity.

Language Requirements

Fluency in both written and spoken English is required.Fluency in German is desired.Knowledge of another UN official working language is an asset

Remuneration

UNU offers an attractive, tax exempt compensation package including an annual net salary (subject to mandatory deductions for pension contributions and health insurance), 30 days annual leave, dependency benefits, pension plan and health insurance scheme. Duration of contract

This is a full-time, fixed-term appointment. The initial appointment will be for one (1) year with the possibility of renewal on a fixed-term appointment basis, subject to satisfactory work performance.

For academic positions, the combined duration of fixed-term appointments with UNU may not exceed six (6) years. The mandatory age of retirement for United Nations staff is 65 years.
