This job description is a direct response to UNDP’s improved business model in Mexico. It reflects a new office structure that has recently been put in place to support the vision expressed in an emerging portfolio of Country Office (CO) programmes and to facilitate a more collaborative approach to work across the office and with external partners. This structure is also designed to provide the foundation for a new emphasis on sub-national level work, support higher delivery rates, and to transform UNDP into a learning organization and ‘fit-for-purpose’ to deliver on Agenda 2030 which in turn will support national staff and institutional capacity development.

By supporting Mexico’s State Governments to integrate the 2030 approach into their planning and budgeting processes, and the whole public policy cycle, UNDP advances inclusion and equality in the country. Also, as an engagement strategy, this is expected to allow new areas of joint work to be identified. Also, the CO has been tailoring localized integral solutions to specific sustainable development issues and is crafting methodologies and toolboxes to get those solutions ready to be deployed and escalated in other geographical areas.

The diversification and localized solutions strategy initially increase the number of initiatives to be managed by the CO, many of which handle small budgets to be allocated in a wide set of activities. This combination requires excellent programme management and oversight of human resources processes and an organizational structure ready to deliver and scale results.

Under the guidance and direct supervision of the Operations Analyst, the HR Associate provides leadership in execution of the full range of CO HR services ensuring their transparency and integrity. The HR Associate promotes a collaborative, client-oriented approach and promotes the maintenance of high staff morale.

The HR Associate supervises and lead the staff of the HR Unit. The HR Associate works in close collaboration with the operations, programme and project teams in the CO, Regional Office and UNDP HQs staff for resolving complex HR-related issues and information delivery. The HR Associate provides effective direction to and empowerment of member(s) of the HR team supporting their members learning and development and ensuring their well-being, safety and security. S/he establishes close coordination with HQs and Regional Office to adapt the CO upon the implementation of clustering of operational services. The HR Associate is entrusted with the adaptation of HR procedures to ensure a smooth transition to a clustered approach to operational services.

She/he also coordinates the development of structured online searches for new innovative solutions and strategies for HR  processes.

Incumbent is expected to display initiative, a positive approach and a strong client orientation. As such, she/he is expected to be flexible in performing other emerging tasks and additional duties as required by direct supervisor or senior management.

 

Summary of Key Functions

 

  • Full compliance of HR recording and reporting systems with UN rules and regulations, UNDP policies, procedures and strategies; effective implementation of the internal control framework, proper functioning of the HR management system.
  • Provision of advice and information on corporate strategies, changes in rules and regulations, implementation of personnel rules, strategic use of contractual modalities, application of entitlements, change management processes.
  • CO HR business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in HR management.

 

  • Organization of recruitment processes including drafting job description, provision of input to job classification process, vacancy announcement, screening of candidates, participation in interview panels. Provision of advice on recruitment in UNDP projects.
  • Creation/update of positions in Atlas, association of positions to chart fields (COAs), update of COA information, setting up vendor, performing the functions of Admin.HR, Position Administrator and Absence Processor in Atlas. Preparation of contracts (FTA, SCs) and recurring vouchers in Atlas.
  • Timely coordination and follow up with Finance staff on Global payroll issues.
  • Monitoring and tracking of all transactions related to positions, recruitment, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas.
  • Monitor the maintenance of the CO staffing table.
  • Preparation or review of submissions to the Compliance Review Panel (CRP) and Board (CRB).
  • Administration of International staff entitlements and position funding delegated to COs.
  • Administration of the CO rosters, including e-rosters.
  • Validation of cost-recovery charges in Atlas for HR services provided by UNDP to other Agencies.
  • Facilitation of the performance appraisal process and maintenance of the related data, monitoring and reporting on compliance, and acting as Secretary of the TMRG.
  • Gather and analyze data from PMD.
  • Participation in preparation of the Whole Office Learning plan and individual learning plans in consultation with the Senior Management and perform as Learning Manager in the CO

 

  • Collection of information and preparation of reports for comprehensive and interim local salary, hardship and place-to-place surveys. Participation in the work of LSSC.
  • Analyze the results of GSS Survey for the CO and contribute to the development of an action plan recommending interventions and corrective actions where necessary.

 

  • Organization of trainings for the operations/projects staff on HR issues.
  • Synthesis of lessons learnt and best practices in HR.
  • Sound contributions to knowledge networks and communities of practice.
  • Ensure the structured coordination of targeted training for CO staff on programme, operational and mandatory issues including those related mandatory courses and security training.

Education:

  • Secondary Education with specialized certification in HR.
  • University Degree in HR, Business or Public Administration would be desirable, but it is not a requirement.

 

Experience:

  • 7 years of relevant experience at the national or international level in providing HR support services and/or supervising staff and operational systems.
  • 5 years of relevant experience will suffice if in possession of a Bachelor’s Degree.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.)
  • Experience in handling of web-based management systems and ERP HR module experience, especially PeopleSoft (Atlas).
  • Experience in handling data mining and extraction related to HR information management is an asset.
  • HR certification from a reputable institution is a distinct advantage.

 

Language Requirements:

  • Proficiency in Spanish and working knowledge of English
