Senior Developer Analyst
Background:
* Health and Education Policy Plus (HEP+) is part of a seven -years global initiative jointly executed by the United States Agency for International Development (USAID) and Palladium Group, subject to funds availability.
* HEP+ creates and promotes conditions for dialogue among civil society, government, and other social stakeholders. Its purpose is to improve access to health, nutrition, and education for peoples, mainly of indigenous and rural peoples in the western highlands.
* Its main actions are aimed at fostering the implementation of the legal framework in health, nutrition, and educ ation. It strengthens advocacy and policy dialogue processes in these fields. It provides tools and fosters the use of strategic information for the planning, monitoring, and accountability reports, to contribute with the governance.
To perform technical assistance activities regarding Information Systems, HEP+ requires hiring an individual with the necessary competences to support such.
Purpose of the post
Providing support to the activities regarding analysis, design, and development of tools and information systems designed and implemented by the component, as well as to other follow-up activities the project requests according to the identification of needs carried out by the technical team.
Activities under his/her responsibility
* Analyzing, designing, and developing information systems and web, mobile, and desktop apps.
* Developing web services.
* Analyzing and developing application in systems, to ols, and languages used by the Project.
* Analyzing, designing, creating, and managing data bases, data-warehouses, and data-marts.
* Developing data extraction, conversion, and uploading processes (ETL).
* Researching and applying new information methodologies and technologies used in the Project activities.
* Designing and developing information products and prototypes according to the Project needs including dashboards, georeferenced maps, and interactive reports, among others, for different platforms and devices.
* Creating technical and final-user documentation of every product developed according with standards set by the Project.
* Providing support and technical assistance as required by the Project and counterparts.
* Training technical staff from the Information Systems Component and/or Project counterparts, as required.
* Availability to attend meetings regarding the Project as required by the Project Director and/or Component Manager.
* In charge of guaranteeing and encouraging teamwork and a shared leadership in order to obtain better outcomes in the activities carried out by the Project.
* Solving issues sent by the Component Management or the Project Steering and other ones designated.
