Position Title: Health Reform Senior Technical Advisor to the Ministry of Health

Reports To: Executive Director, PIH Lesotho

General Responsibilities:

The Health Reform Senior Technical Advisor (TA) will serve the Ministry of Health of Lesotho in support of their ongoing national health reform to achieve Universal Health Coverage. The TA will encourage partner mapping and support coordination and communication with relevant stakeholders as PIH and the Ministry continue the process of national scale up. The Health Reform Senior Technical Advisor will report directly and will be accountable to the Principal Secretary and will work closely with the Director General of Health Services. The Health Reform Senior Technical Advisor will also work with PIH-Lesotho leadership on an ongoing basis in support of this work through resource mobilization efforts to support the Ministry of Health.

Specific Responsibilities:

  • Review strategic planning documents, assess progress to-date, and identify areas to support, and recommend priorities for action.
  • Support MOH to continue on the path of national scale up from the four pilot districts to the remaining six districts.
  • Support MOH in the implementation of its strategic plan; including nurturing a data-driven/evidence-based decision-making culture and establishing mechanisms for objectively tracking the performance of the health sector.
  • Support MOH in aligning the interventions of MOH health sector development partners, including defining their scope of work (including technical assistance interventions), identifying opportunities for coordination, and maximizing efficiency and synergies in the scale up of the health reform in the pursuit of achieving universal health care access.
  • Monitor progress and provide guidance to MOH on the key aspects of Reform, including health workforce, governance/leadership, financing, supply chain, and other components.
  • Provide technical assistance for on-going assessment of the implementation and scale up of Reform interventions, especially in the 6 districts outside of PIH’s direct support on implementation.
  • Support MOH in ensuring accurate and timely submission of technical reports and other deliverables for the Health Reform.
  • Actively participate in key MOH forums and processes, including Strategic Planning, Joint Annual Reviews, Technical Working Group meetings, and other key events to ensure continuity with national health reform goals.
  • Support the MOH in developing or updating clinical guidelines, protocols and SOPs
  • Support the MOH in developing or updating policies and strategies to improve overall health service delivery in the country
  • Keep the Executive Director and the Management of PIH-Lesotho updated on the progress of health reform through comprehensive monthly reports and quarterly national review sessions.
  • Facilitate and coordinate quarterly national reform review meetings with DHMTs from all 10 districts
  • Prepare routine briefings and communication materials to ensure streamlined advocacy efforts among government stakeholders and partners
  • Develop routine communication mechanisms to ensure dissemination of decisions and follow-up items to relevant stakeholders
  • Develop strong working relationships with key stakeholders including government focal points, international partners, donors and NGOs, and ensure maximum coordination of resources and effort for successful implementation

    Qualifications:

    • Medical Doctor with specialty in clinical medicine and public/global health or public policy/administration or other related field required.
    • Minimum of 10 years experience in working in the field of global health.
    • Demonstrated strong analytical, leadership, and problem solving skills
    • Prior experience working in national health reform efforts in Lesotho or elsewhere preferred
    • Comfortable both with advising senior political leadership, as well as at a working at a peer level with other civil servants
    • Prior experience in developing proposals for multi-lateral donors (Global Fund, USAID, etc.) to support health care in Africa.
    • Ability to navigate complex government processes with multiple influencers, and to negotiate and achieve consensus
    • Excellent planning and prioritization skills as well as creative problem-solving and analytical skills
    • Strong project management and time management skills; highly organized and detail-oriented
    • Proven ability to build relationships with a range of stakeholders and drive immediate results
    • Entrepreneurial mindset, including ability to work independently, self-motivate and propose and implement new initiatives
    • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple tasks simultaneously
    • Proven ability to build relationships with a range of stakeholders and drive immediate results
    • Previous role advising senior leadership preferred
    • Demonstrated strong writing skills
    • Ability to work with humility and achieve results
    • High levels of proficiency in Microsoft Word, Excel, PowerPoint, and internet applications
    • Exemplary interpersonal skills; ability to collaborate effectively with culturally diverse staff across departments and country.
    • Interest in social justice strongly desirable
    • Ability to live full-time in Lesotho required
