Job Summary:

FHI 360 seeks an experienced global health professional for a full-time position based in our Washington DC office, as a critical member of a growing humanitarian crisis response department.

This role will be instrumental in overseeing health sector humanitarian programming and ensuring technical quality and learning among the projects. S/he will be creating and enforcing technical guidelines and tools with a focus on integration of long-term program activities and vice versa advising on adapting long-term programming presence to respond to the humanitarian context. Knowledge of key humanitarian institutional donors is required (including USG) as the incumbent will work closely with the rest of the team on the new business development efforts.

Candidates should possess extensive field-based humanitarian relief experience in the health sector in multiple contexts and geographies (including management of clinical program and primary health care delivery) and be prepared to deploy frequently to support mission start-up, program implementation, evaluation, program agility, and ensure that learning is occurring in an effective and quick manner across programs and within the country and regional offices.

The Health Advisor will provide technical oversight in the design, implementation, and monitoring of FHI 360 humanitarian health programming (including primary health, community health, reproductive health, nutrition, and infectious disease outbreak responses) and ongoing technical advice to ensure that program implementation adheres to appropriate technical standards.. The incumbent will work to build capacity in country-level, regional and/or global program staff.

Additionally, the Health Advisor will be expected to represent FHI360 at all relevant fora including global WHO and UN-led coordination clusters, closely work with the Crisis Response team to develop intervention strategies, liaise with the donor(s) as required and ensure the organization stays up to date on global trends, developments and challenges relevant to humanitarian programming in the Health Sector.

Accountabilities:

  • Provide leadership in strengthening an effective, coordinated, integrated high quality and timely emergency health response (which could include primary health, community health, reproductive health, nutrition, and outbreak responses).
  • Technical oversight in design, development, planning, and implementation, including successful capacity building and localization efforts.
  • Identify and define health-staffing needs (both national and international) for emergency health programs and ensure rapid recruitment, induction and training of new staff.
  • Ensure high quality rapid assessments of humanitarian health needs and provide prioritized recommendations for program interventions guiding the medical work of the crisis response unit.
  • Draft technical proposals and budgets for various institutional donors supporting emergency response efforts, working in close collaboration with FHI 360 grants and finance staff to finalize proposals and respond to any requests for additional information.
  • Support and contribute to the preparation of high quality and timely donor and management reports on grants and health sector activities.
  • Select and implement appropriate monitoring and evaluation systems; ensure consistent reporting and analysis of results to enhance program effectiveness and quality
  • Represent and coordinate with other agencies, local government, donors and other stakeholders to promote deliver of best practice humanitarian assistance;
  • Develop tools, SOPs and guidance documents for the design and implementation of specific technical components.
  • Ensure appropriate and timely technical support to field programs.
  • Ensure the quality of implemented technical activities and systems at all levels.

Education:

  • Master’s Degree or its International Equivalent in Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

Experience:

  • Typically requires 5-8 years of relevant experience in management of large projects and/or programs.
  • Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Proficient writing and verbal communication skills.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Must be able to read, write and speak fluent English; fluent in host country language.
  • Experience in specialized technical/medical field of study.
