Since 2007 UNHCR Private Sector Partnerships has been running successful fundraising programs in Asian markets. In 2021, PSP aims to raise a minimum of HK$106 million from the Hong Kong market. PSP Hong Kong has been successfully working with outsourced face to face agencies since 2007, recruiting new donors in both Hong Kong Special Administrative Region (Hong Kong SAR) and Macao Special Administrative Region (Macao SAR) of China. Close monitoring of the vendors' performance and frequent trainings of frontliners are the keys to the success of the donor acquisition program.

The Fundraising Assistant (Face to Face) will play a key role in communicating with outsource vendors to ensure a smooth F2F operation, assist the coordination of fundraising events and provide administrative support for the team. Reporting to and supervised by the Senior PSP Associate (Face to Face), this position will be a focal point for vendors to ensure that quality donor acquisition services will be provided to PSP Hong Kong, as well as to provide administrative support in the application and implementation of Solicitation of Signed Authorisation Forms (SSAF), a new regulatory mechanism by the HKSAR Government to regulate Face to Face fundraising in public places. This position is a UNOPS position with a contract of six months.

2. Purpose and Scope of Assignment

Operational Context:
The LICA 3 Fundraising Assistant (Face-to-Face) is part of the Private Sector Partnerships (PSP) Unit in Hong Kong.

Terms of Reference

Under the supervision of the Senior PSP Associate (Face-to-Face), this incumbent will be responsible for supporting the operation of the face-to face fundraising activities.
A. General
• Support the Face-to-Face donor acquisition project in Hong Kong and Macao SARs
• Maintain up-to-date records and prepare reports to keep track of performance and monitor key performance indicators
• Maintain sufficient inventories for daily operation
• Work with donor care team and database team to handle donation forms and records
• Work with contractors to design and produce pitching and marketing materials
• Assist in the implementation of new initiatives
• Conduct team visits
• Support fundraising related administration work

B. Coordination with vendors
• Provide frontliners with UNHCR materials on regular basis
• Coordinate working locations
• Arrange briefings and meetings
• Support procurement activities within UNHCR policy
• Assist the operation setup and indoor venue booking

C. Support the application and implementation of necessary permit
• Assist in the application of Solicitation of Signed Authorisation Forms (SSAF) for Hong Kong SAR and Venue permit in Macao SAR
• Deliver fundraising badges and permits to vendors

D. Perform other duties as required

3. Monitoring and Progress Controls

• Supervised by the Senior PSP Associate (Face-to-Face)
• Bi-weekly verbal and written reports on work progress
• Deadlines of tasks set by supervisors

4. Qualifications and Experience
(List the required education, work experience, expertise and competencies of the individual contractor. The listed education and experience should correspond with the level at which the contract is offered.)
a. Education (Level and area of required and/or preferred education)
• Completion of the Secondary Education (High School Diploma). Higher Diploma is desirable in Marketing, Communications, Translation, International Relation, Business Administration or a related field. Candidates with a Higher Diploma in other disciplines with a proven relevant professional record will be accepted.

b. Work Experience
(List number of years and area of required work experience. Clearly distinguish between required experience and experience which could be an asset.)
• Minimum 1 year of working experience with High School Degree and 0 years of experience with a Bachelor’s, Master’s or Doctora’s degree, preferably in Fundraising, Sales Support, Marketing, Communications or a related field.
• Experience in an international organization or international NGO in Hong Kong is preferred

c. Key Competencies
(Technical knowledge, skills, managerial competencies or other personal competencies relevant to the performance of the assignment. Clearly distinguish between required and desired competencies)
• Attentive to details, multi-tasking and well organised
• Good interpersonal & communications skills
• Knowledge of MS office including MS Word, Excel, PowerPoint and Outlook, Chinese word processing
• Hands-on experience in computer graphic applications is an asset
• Proficiency in written and spoken Chinese (Cantonese and Putonghua) and English
• Occasional travel is required
