The Fiscal affairs department (FAD) of the IMF is looking for one experienced public financial management (PFM) expert to fill the position of long-term Resident Advisor at the Ministry of Economy and Finance.
The term of appointment of the Advisor will be initially for a period of one year, renewable, subject to satisfactory performance. The position provides a unique opportunity to advise the Togolese government at a senior level, build budget capacity within the ministry of economy and finance, and support the implementation of PFM reforms for enhanced fiscal management. The advisor will work in close cooperation with staff at IMF Headquarters who provide operational and technical support, and the teams of the Regional Capacity Development Center (AFRITAC) for West Africa in Abidjan (Côte d’Ivoire). He/She will develop and implement his/her work program, relying in particular on short-term experts whom he/she will recruit and supervise in the field.
The Resident advisor will provide capacity development (CD) in budget management (concepts, methodologies and tools), including medium-term budget and expenditure frameworks, preparation, execution and control of budget execution, and climate/gender responsive budgeting. He/She will also conduct workshops and seminars on budget topics and support the counterparts with the preparation of parliamentarian orientation debate. Assistance in other PFM areas is expected, especially regarding institutional and legal frameworks, fiscal risks (notably those pertaining to state-owned enterprises and PPPs) and public investment management. The Resident Advisor will need to coordinate his/her CD activities with other technical partners working on PFM.
Qualifications
Applicants should have a university degree (at least at master’s level) in the relevant area and at least four years of relevant, professional experience. Preference will be given to candidates who have extensive (at least 10 years) practical experience in a senior or advisory position within a ministry of finance/economy, central bank, or a related budgetary institution, and/or in the delivery of CD. They should possess excellent written and oral communication skills in French, at least a working knowledge of English, a mastery of computer applications and information technologies (such as Word, PowerPoint, Excel), and experience in project management. They will need excellent interpersonal skills, an ability to work as part of a team, an aptitude to effectively transfer technical knowledge and maintain effective relations with national authorities and donors, as well as capacity to handle sensitive issues with discretion in a multicultural environment. Experience in organizing and conducting training courses and workshops would be an advantage, as will be flexibility and adaptability in a range of PFM areas.
Preference will be given to candidates who are fully aware of the PFM challenges facing West African countries; have actively managed or participated in the delivery of CD in these countries, including in implementing laws and regulations based on WAEMU directives; and can show experience in managing and overseeing CD work and coordinating with donors.

Conseiller Résident francophone en gestion des finances publiques au Ministère de l’Economie et des Finances basé à Lomé (Togo)
Le département des finances publiques (FAD) du fonds monétaire international (FMI) recherche un expert en gestion des finances publiques pour occuper le poste de Conseiller Résident à long terme auprès du Ministre de l’Economie et des Finances du Togo, basé à Lomé.
La durée du contrat du Conseiller Résident sera initialement d’une année renouvelable sous réserve de performances satisfaisantes. Ce poste offre une opportunité unique de pouvoir conseiller le gouvernement togolais à un niveau élevé, de renforcer les capacités budgétaires au sein du Ministère de l’Economie et des Finances et de soutenir les réformes de la gestion des finances publiques (GFP) favorisant une meilleure gestion budgétaire de l’administration publique togolaise. Le conseiller travaillera en étroite coopération avec le personnel du siège du FMI qui fournit un soutien opérationnel et technique, ainsi qu’avec les équipes du centre régional d’assistance technique, AFRITAC Ouest. Il/elle élaborera et mettra en œuvre son programme de travail en s’appuyant notamment sur les experts de court terme qu’il/elle recrutera et supervisera sur le terrain.
Le Conseiller Résident assurera un appui en gestion budgétaire (concepts, méthodologies et outils), y compris les cadres budgétaires et de dépenses à moyen terme, la préparation, exécution et contrôle de l’exécution du budget, et la budgétisation sensible au climat et au genre. Il conduira également des ateliers et séminaires dans le domaine budgétaire et appuiera les contreparties dans la préparation du débat d'orientation parlementaire. L'assistance occasionnelle dans d'autres domaines de la GFP est attendue, notamment en ce qui concerne le cadre institutionnel et juridique de GFP, la gestion des risques budgétaires (notamment liés aux entreprises publiques et aux PPP) et la gestion des investissements publics. Le Conseiller Résident devra coordonner ses activités avec les autres partenaires techniques intervenant sur des sujets en rapport avec la GFP.
Qualifications
Les candidats devront être titulaires d'un diplôme universitaire (du niveau de master au moins) dans les domaines concernés et posséderont et d’au moins quatre ans d’expérience professionnelle pertinente. La préférence sera accordée aux candidats qui ont une vaste expérience pratique (au moins 10 ans) dans un poste de direction ou de conseil au sein d'un ministère des Finances/Economie, d’une banque centrale, d'une institution budgétaire connexe, et/ou dans la prestation d’assistance technique. Ils doivent posséder d'excellentes compétences en communication écrite et orale en Français, au moins une aptitude à travailler en Anglais, une maîtrise des applications informatiques et des technologies de l'information (telles que Word, PowerPoint, Excel) et une expérience en gestion de projet. Ils devront démontrer d'excellentes compétences relationnelles, une capacité à travailler en équipe, à transférer efficacement des connaissances techniques et à entretenir des relations efficaces avec les autorités nationales et les donateurs, ainsi qu'une capacité à traiter des questions sensibles avec discrétion dans un environnement multiculturel. Une expérience dans l'organisation et la conduite de cours de formation et d'ateliers serait un avantage, tout comme la flexibilité et l'adaptabilité dans divers domaines de la GFP.
La préférence sera accordée aux candidats qui sont pleinement conscients des défis de GFP auxquels sont confrontés les pays de l’Afrique de l’ouest ; qui ont activement géré ou participé à la mise en œuvre des activités de RC dans ces pays, y compris à la mise en œuvre des lois et règlements issus des directives de l’UEMOA ; et qui peuvent démontrer une expérience dans la gestion et la supervision du travail d’assistance technique et la coordination avec les donateurs.
