Finance Officer – Shared Position

FHI 360 serves more than 60 countries, all 50 U.S. states and all U.S. territories. We are currently seeking qualified candidates for the position of Finance Officer for the Lesotho Country Office. The position will be based in Maseru, Lesotho.

Lesotho Project Description:

Lesotho Local Partners Technical Assistance (LLPTA) Project is a project funded by PEPFAR/USAID and implemented by FHI 360 to contribute to increasing the pool of local organizations in Lesotho to effectively contribute to HIV epidemic control. The Meeting Targets and Maintaining Epidemic Control (EpiC) Project is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). These projects combined constitute the FHI 360 portfolio in Lesotho. They are to be implemented using a shared platform wherein the requisite LOE is to be apportioned proportionately across the two project arms.

The LLPTA Project is focused on establishing a pool of local organizations that can be “graduated” to the status of potential “prime partners” to USAID under that organization’s localization initiative. There are currently fourteen (14) organizations undergoing capacity building by FHI 360.

EpiC is dedicated to achieving and maintaining HIV epidemic control. EpiC provides strategic technical assistance to break through the barriers to the attainment of the global 95-95-9 target.

Job Description

The Finance Officer will be supporting the Senior Finance and Grants Officer with the program financial and grant management in ensuring compliance with FHI 360 and USAID financial procedures, rules and regulations. They will support budget development, financial reporting, monitor program expenditures and maintain financial filing systems. The Finance Officer will support the administration and management of all subawards, capacity development and support to CSOs, finance and procurement functions for the Lesotho Project. The Finance Officer will support sub-awardees in strengthening their financial management and compliance systems. They will review sub-recipients’ financial reports and ensure timely sub-recipient advance and liquidation processes. The Finance Officer will ensure that sub-recipient questioned costs and audit findings are addressed timeously.

Position Responsibilities:

  • Maintain Subaward documentation and input/maintain information in FHI 360’s Subaward Tracking (SAT) System.
  • Work with the Finance team to track implementation of the Special Award Conditions (SACs) included in Subawardees’ grant agreements.
  • Support development, implementation and monitor subaward monitoring plans with each sub-awardee and conduct site visits to ensure and support ongoing compliance with subaward terms and conditions and strengthen capacity of sub-awardees in finance and grants management.
  • Work with the program team on seamless start up and /or close out processes of Sub-awards.
  • Provide on-going capacity strengthening and technical assistance/support to Sub-recipients and partner organizations to strengthen financial and management systems for increased accountability and ownership in managing USG funds. Report on progress and observations made during interventions.
  • Prepare PEPFAR expenditure reports on an annual basis for review and approval by Senior Finance and Grants Officer
  • Ensure that all procedures for procurement, subaward management and auditing are followed and adequate records and audit trails are maintained.
  • Review payment packages supporting documents and process payments following Senior Finance and Grants Officer’s review.
  • Ensure accurate expenditure allocation to GL Codes and Project Codes.
  • Work with the Operations team to document complete and accurate procurement processes before payments processing.
  • Prepare and submit VAT claims to the Revenue Services Lesotho (RSL) for refund processing.
  • Any other duties as assigned

    Minimum Requirements:

    • Bachelor’s degree in Finance/Accounting with at least 3 years of experience with subaward administration and compliance for USG-funded projects (USAID/PEPFAR preferred).
    • Familiarity with or knowledge of USAID-funded projects and grants management policies and procedures. Previous experience working with USAID or PEPFAR supported program is highly desirable.
    • Knowledge of Generally Accepted Accounting Standards (GAAP), budgeting and fiscal control theory and practices.
    • Budget monitoring and general ledger skills.
    • Relevant software skills including automated accounting software, database spreadsheets and Management Information Systems.
    • Familiarity with Lesotho public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) in Lesotho is highly desirable.
    • Strong project management and time management skills.
    • Demonstrated experience managing large volumes of high-value subawards with local partners.
    • Ability to respond to inquiries independently and follow-up on requests in an efficient manner with minimal supervision and manage high volume of workflow efficiently.
    • Ability to work collaboratively, productively and sensitively within a multidiscipline, multicultural environment.
    • High degree of proficiency in written and spoken English communication.
    • Well-developed computer skills.

      The position will be based in Maseru, Lesotho and work out of the FHI 360 office. Preference is for Lesotho nationals residing in Lesotho.
