Position Summary:

Creative Associates seeks a Finance Officer for an anticipated USAID-funded education project that seeks to improve learning outcomes in primary education for children across the country of Mozambique through innovative program models and sustainability driven designs. The program is an exciting opportunity to improve on existing activity models and introduce new innovative ways to partner with Government and local level bodies for change in education. The Finance Officer assist the Finance Manager in developing and managing the project's financial systems. S/he will work under the supervision of the Finance Manager and will support him/her in all matters related to financial management, financial reporting, subcontracting. S/he will also assist the Finance Manager in ensuring sufficient funds are available for effective and efficient implementation of project activities and support programs. Specific areas of responsibility include financial report preparation, review and submission to headquarters and cash flow management.

Reporting & Supervision:

The Finance Officer will report to the Finance Manager.

Responsibilities

• Supervise and ensure day-to-day accounting and financial management functions are performed in compliance with Creative and client's policies and procedures.
• Ensure funds' availability and verify that all payments are compliant with Creative and client's financial management guidelines.
• Ensure monthly financial reporting requirements and deadlines are met.
• Ensure that all accounting records are updated, reconciled, and fully supported with backup documentations.
• Ensure timely processing of staff payroll, allowances, and other reimbursements.
• Assist in preparation of budgets, monitor, review and revise as required in consultation with the Finance Manager.
• Provide financial status of project expenses and budget information, as and when required by Finance Manager.
• Ensure compliance with the Country local laws, particularly on withholding taxes.
• Ensure financial records are scanned and saved to SharePoint and routinely test for maintenance of audit-ready documentation
• Supervise a team of finance professionals responsible for accounting and financial management.

• Perform other related duties as directed by the Finance Manager.**Qualifications**

• Bachelors' degree or professional accounting/financial qualification is required.

• At least four (4) years financial administration experience is required.

• Experience of working with international organizations/NGOs on USAID-funded projects is desirable.

• Competent in computers and using financial software is required.

• Understanding of budget and cost control management is required.

• Proficient in English is required, Portuguese desired.

• Ability to work under pressure and efficiently handle multiple tasks is required.

• Ability to work under own initiative or as a part of a team is required.
