Job Summary

Action Against Hunger is seeking a Finance/Grants Manager who will be responsible for the country-level buy-ins, subawards, and home office financial accounting functions related to the PROPEL Adapt project, as well as the integrated day-to-day administrative operations necessary for the efficient use of resources. The position will report to the Director of Finance and Administration and will closely collaborate with the Director of Finance and Administration, the Awards Unit, and the Accounting Unit to monitor the overall PROPEL Adapt budget.

The Finance/Grants Manager will work with the corporate Accounting Unit, Award Management, and maintain adequate bookkeeping and accounting records, including the entering of daily transactions into the accounting software, accounts reconciliation, and will implement rigorous quality controls and procedures to ensure adherence to applicable ACF-USA and USAID financial policies, as well as US and local government laws and regulations.

He/she will coordinate with the project Finance and Administration Director and the accounting team to ensure the accurate keeping of all books of account and all accounting records. Review field/subawards expenditures for accuracy and compliance and may post those expenses into the system; or work closely with the accounting unit to do so.

Purpose: Support each Country Director in providing technical oversight to all projects and operational support to the country field sites to the development of programming. Engagement: Maintain regular communication with Country Director, other Senior Leadership Team members, and Field senior staff to ensure program activities and objectives are achieved.

Work with Country Director, Logistics, and Finance to ensure the coordination of timely delivery of program supplies and that expenses are within budget. Ensure there is active coordination between departments at the field level of operations.

Delivery: The position demands great communication skills, flexibility, proactive logistics, and efficiency, with demands and expectations prone to changing on a day-to-day basis.
Key activities in your role will include

Essential Job Duties

Serve as the responsible party for the filing of project documents, purchase orders, expenses reimbursement, credit card payment and reconciliation, budget and activity codes set up and management. Ensure payments are processed in a timely manner. Liaise with network of partners, consultants, vendors on expenses, payments and other related issues. Support work-planning process; monitor and track obligations and expenditures. Support in tracking of cost share. Support with audits. Support contracting process for the project. Support preparation and review of proposal budgets and supporting documentation. Complete other duties as assigned by the project Director of Finance and Administration. Working Conditions, Travel and Environment

The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends if required. Must be able to travel as required for standard domestic and international business travel if appropriate.
Do you meet the profile required criteria?

Required Qualifications

Bachelor’s degree in accounting, finance, business administration, or equivalent field. Master’s degree is preferred. Experience working on USAID or US government-funded projects.

VI. Required Skills & Experience

At least 8–10 years of experience in financial management, specifically in developing and managing budgets in an international non-profit environment, including account reconciliation, financial reporting, analysis, business development, cost proposal management, budgeting, and experience supporting international field offices. Preferred experience working on global USAID awards. Demonstrable proficiency in a variety of accounting systems and related computer applications required. Proficiency in Microsoft Excel is required, and familiarity with Navigator is preferred. Knowledge of the rules and regulations of USAID. Strong analytical and numerical skills and an aptitude for details and accuracy required. Ability to take initiative and to manage multiple tasks with competing deadlines; attention to detail. Fluency in English and French is strongly preferred.
