Organizational Background

The Preparatory Commission for the Comprehensive Nuclear-Test-Ban Treaty Organization with its headquarters in Vienna, Austria is the international organization setting up the global verification system foreseen under the Comprehensive Nuclear-Test-Ban Treaty (CTBT), which is the treaty banning any nuclear-weapon-test explosion or any other nuclear explosion. The Treaty provides for a global verification regime, including a network of 337 stations worldwide, a communications system, an international data centre and on-site inspections to monitor compliance.

Organizational Setting

This position is located in the Budget and Finance Section, Division of Administration. Budget and Finance Section provides timely and accurate support for effective financial reporting and accounting and management of the financial resources of the Commission with full adherence to the Financial Regulations and Rules, and to provide credible assurances to the States Signatories and the Executive Secretary on the management of PTS financial resources and operations in accordance with recognized international accounting and audit standards.

Reporting Lines

The incumbent will report to the Head of Financial Reporting and Payments Services.

Duties and Responsibilities

The incumbent will carry out the following tasks:

Plan and coordinate the monthly and annual financial closure processes, including preparation of the year-end financial statements and note disclosures; Review and monitor on a regular basis the overall integrity, accuracy and completeness of the financial data in relevant ERP system modules, in particular the asset module, encompassing tangible asset master data, asset additions, depreciation calculations, and year-end balances; Liaise with the substantive units that manage inventories to ensure that inventory additions and movements are reflected correctly in the materials management and financial reporting modules of the ERP system; Liaise with the substantive units for tracking and valuation of contributions in-kind and ensure these are correctly reflected in the financial statements and notes; Liaise and coordinate with the other Vienna-based Organizations for the monitoring and accounting of joint arrangements; Maintain intangible asset data listings and monitor expenditures for the development of intangible assets to record them as assets under construction and/or capitalized assets if above the recognition thresholds; Analyze accounts with a view to providing corrective actions, prepare and review periodic and ad-hoc finance reports, in particular the reports related to tangible assets, inventories, intangibles and joint arrangements; Review on an on-going basis the necessity to amend policies and procedures, administrative directives and financial rules and regulations; Monitor new IPSAS developments on all standards, in particular the standards related to tangible assets, intangible assets and inventories, carry out impact requirements analysis of new or revised IPSAS standards and upon related ERP modules. Assist the Head of Financial Reporting and Payments Services to modify or develop accounting policies in these areas; Monitor the integrity of and further improve automated financial statements and disclosure notes through reporting tools; Act as an alternate approving officer of financial transactions and reconciliations prepared by the Financial Reporting and Payments Unit team; Assist in carrying out year-end closing activities, mainly related to assets, including the implementation of the Property Survey Panel decisions and ensuring that all assets delivered by year-end are properly accounted for in the ERP asset module; Assist in liaison with the Internal and External Auditors including response to audit inquiries and implementation of audit recommendations; Perform other duties as assigned.

Education

University degree in finance, business administration or a related field; Professional accounting certification and membership in an internationally recognized accounting body.

Work Experience and Qualifications

At least 5 (five) years of progressively responsible professional experience in accounting, finance or business administration is required, of which at least 3 years of experience working with financial policies and practices in an international organization with proven understanding and application of IPSAS or IFRS; Demonstrated knowledge and experience in the use of modern Enterprise Resources Planning (ERP) system’s finance and accounting modules (preferably SAP) is required; Thoroughness, excellent analytical and financial reporting skills are essential; Ability to build strong relationships with clients, focus on impact and respond positively to constructive feedback.

Languages

Excellent written and oral communication skills in English are essential. Knowledge of other official CTBTO languages (Arabic, Chinese, French, Russian and Spanish) is desirable.
