Organizational Setting

The Department of Safeguards carries out the IAEA’s duties and responsibilities as the world’s nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The primary role of the Department is to develop and implement IAEA safeguards to ensure that there is no diversion of declared nuclear material from peaceful activities and no indications of undeclared nuclear material or activities in a State as a whole.

The Department comprises nuclear safeguards inspectors, responsible for carrying out inspections and verifications of all-safeguards relevant information for nuclear facilities in over 180 States; and technical staff responsible for a wide range of activities including: developing concepts and approaches for implementing safeguards; developing and maintaining safeguards equipment; providing analytical and laboratory services for sample analysis; collecting, evaluating and analysing safeguards-relevant information; providing information and communication technology infrastructure and services; and providing programme coordination support.

The Division of Technical and Scientific Services ensures the provision of state-of-the-art equipment and related expertise for the accomplishment of the Department of Safeguards activities. Within this mandate, the Division is responsible for procurement, testing, provision, inventory control, performance monitoring and maintenance of safeguards equipment and supplies required by SGO Divisions; management of equipment development and engineering activities to meet quality and safeguards requirements; development and provision of documentation, procedures, instrumentation methods and techniques; provision of specialized technical and scientific support to inspectors and inspection activities in the field and at headquarters; and, radiation contamination monitoring of returned equipment and timely write-off of obsolete or contaminated equipment. The Division also coordinates departmental health and safety activities.

 

Main Purpose

Reporting to the Team Leader of the Performance and Asset Management Team, the Equipment Performance Monitoring Engineer implements, manages, documents and constantly improves the departmental equipment performance monitoring process to support reliable operation and effective utilization of the Safeguards (SG) equipment. He/she analyses equipment incidents, monitors and evaluates the activities performed and identifies possible recurrences and trends. The incumbent supports the SG Asset Management Office in the Quality Control (QC) of equipment lifecycle related information.

 

 

Role

The Equipment Performance Monitoring Engineer is: (1) an analyst, monitoring, evaluating, and reporting on safeguards equipment use and performance; (2) an engineer, developing, documenting and technically maintaining related concepts and tools; (3) a technical expert reviewing reported equipment incidents, supporting root cause analysis, and evaluating the effectiveness of corrective actions taken as well as identifying problems and monitoring trends in equipment performance (4) a planner, supporting the Division of Technical and Scientific Services (SGTS) technical teams in planning their maintenance activities and effective utilization of equipment; (5) a coordinator, liaising with technical experts and inspectors for assuring that relevant data is properly collected from available sources, recorded and reported.
 

 

Functions / Key Results Expected

Implement, document, improve and report on performance monitoring of SG inspection equipment.

Identify, determine cause, scope, type, severity and impact of equipment incidents at both system and component level. Monitor trends, identify problems and evaluate actions implemented to address equipment incidents and problems.

Proactive, extensive and ongoing monitoring and analysis of data to ensure efficient and consistent equipment performance data acquisition from existing IT tools

Consolidate and make available collected information, and prepare reports on equipment reliability, utilization, status and performance trends.

Collaborate with technical teams in performing failure mode and effects analysis supporting preventive maintenance programme for safeguards equipment.

Work with technical staff in defining the methodology and criteria to be applied for equipment specific failure analysis

Collect and make available KPIs monitoring equipment lifecycle information and performs QC on equipment lifecycle and assets records.

Lead and provide professional support to the asset management office in implementing and strengthening the Departmental Asset Management process with regards to the asset information and equipment lifecycle information related activities.
