EpiC Central Asia Region Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming.

Job Description

The EpiC Kyrgyzstan Strategic Information (SI) Officer for GHS will be responsible for monitoring and evaluation activities of the project in the country under the oversight of the EpiC Senior Regional SI Advisor. They will be the country technical lead responsible for all strategic information responsibilities related to the program, including all monitoring, evaluation, analytics, and reporting of performance and results. They will lead efforts to strengthen monitoring and evaluation, and performance reporting across the country, which may include working with the national partners and key stakeholders to monitor, document and analyze the performance of their GHS services and activities and ensure data quality.

Position Responsibilities:

  • Work closely with the EpiC Senior Regional SI Advisor to support all project monitoring and reporting requirements.
  • Support development and implementation of performance monitoring and learning tools.
  • Provide onsite and on-the-job technical assistance to SI and M&E specialists and others as required and requested as part of overall capacity building and continuous improvement schemes.
  • Support data quality control and verification, conducting periodic DQA following standard operating procedures determined in consultation with the EpiC Senior Regional SI Advisor.
  • Support data analysis and reporting.
  • Assist in the preparation of all SI reports and uploads to any online systems, as required. Contribute to quarterly progress reports.
  • Assist with any planned project research activities, as needed.
  • Provide expert advice in preparation of training materials, SOPs, job aids and deliver trainings to the epidemiologists.
  • Contribute to design and/or delivery of data presentations in MS Word, Excel and/or Power Point formats.
  • Performs other duties as assigned.

    Minimum Qualifications:

    • Master’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or other relevant discipline.
    • At least 5 years of experience working on designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs. Experience working on M&E of the GHS programs is preferable.
    • Demonstrated expertise in data analysis, managing online databases to ensure easy access to data and data reports, experience in Tableau or Power BI preferred.
    • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info; and/or software.
    • Demonstrated ability to perform complex data analyses and make recommendations based on findings.
    • Demonstrated ability to portray complex data sets in easy-to-understand formats including visualizations.
    • Demonstrated working knowledge of the Kyrgyz Republic’s health service information systems and monitoring and evaluation processes as it relates to data collection for performance-based reporting.
    • Demonstrated experience in training and mentoring staff and others.
    • Excellent report writing, analytical and communication skills, including oral presentation skills.
    • English and Russian language fluency required; Kyrgyz fluency preferred.

      Travel Requirements:

      • 50%, mostly within the Kyrgyz Republic

        The position is open to Kyrgyz residents and will be based in Bishkek, Kyrgyzstan.
